Neftegaz.RU News Agency. Average consumer prices for gasoline in Russia from August 26 to September 2, 2024 increased by 14 kopecks, to RUB 58.12/l.
This follows from Rosstat data .
According to Rosstat:
average prices for AI-92 gasoline increased by 6 kopecks and amounted to 53.26 rubles/l;
average prices for AI-95 gasoline increased by 7 kopecks, to 58.46 rubles/l.,
AB-98 - by 68 kopecks, up to 76.08 rubles/l;
The average cost of diesel fuel increased by 2 kopecks to 66.86 rubles/l.
From August 27 to September 2, 2024, an increase in prices for motor gasoline was recorded in 72 constituent entities of the Russian Federation, most of all - in the Republic of Tyva (+1.4%) and in the Republic of North Ossetia - Alania (+1%).
In Moscow and St. Petersburg, prices for motor gasoline increased by 0.1% and 0.2%, respectively.
At the observed automobile filling stations ( AZS ) in Moscow, AI-92 gasoline could be purchased at a price of 52.19 to 54.61 rubles / liter, AI-95 - from 57.8 to 62.29 rubles / liter, AI-98 and higher - from 74.69 to 80.54 rubles / liter.
In St. Petersburg, AI-92 gasoline cost from 52.85 to 54.83 rubles/l, AI-95 - from 56.95 to 60.7 rubles/l, AI-98 and higher - from 69.6 to 80.79 rubles/l.
Gasoline prices at petrol stations exceed inflation for 6th week in a row
The rise in the cost of gasoline at gas stations has exceeded the inflation rate in the Russian Federation for the 6th week in a row ; from the beginning of 2024 to September 2, it amounted to 6.67% with inflation at 5.17%, according to Rosstat statistics. According to Rosstat:
if in the week from August 20 to 26, 2024 the difference between inflation and the increase in the price of gasoline was 1.26 percentage points, then in the week from August 27 to September 2 it was already 1.5 percentage points;
Last week, consumer prices fell by 0.02%, while gasoline prices rose by 0.21% over the same period.
The growth in the cost of diesel fuel at gas stations continues to remain below the inflation rate; since the beginning of the year, its price has increased by 3.2%, which is 1.97 percentage points less than inflation. From August 27 to September 2, diesel fuel became 0.04% more expensive. Earlier, Deputy Prime Minister of Russia A. Novak instructed the Ministry of Energy of the Russian Federation and the Federal Antimonopoly Service ( FAS ) of the Russian Federation to monitor the dynamics of fuel prices at gas stations and for agricultural producers, as well as the balance of processing margins, in order to prevent fuel prices from growing above the inflation rate. The Ministry of Energy of Russia expects that fuel prices by the end of the year will be at levels close to the inflation rate. At the same time, the FAS of the Russian Federation believes that gasoline prices will not grow above the inflation rate.
The situation on the fuel market in the Russian Federation
The Russian government has extended the ban on gasoline exports until December 31, 2024,
the decision was made to maintain a stable situation on the fuel market during the period of ongoing seasonal demand and scheduled preventive maintenance ( SPM ) carried out at oil refineries ;
the ban on gasoline exports from the Russian Federation is already in effect from March 1 to August 31, 2024,
but to avoid overstocking storage capacity and potential production cuts, the temporary ban on gasoline exports for producers was lifted on May 20, 2024, for the period until June 30, 2024, and then extended until July 31,
no such measure has been adopted for diesel fuel and is not currently envisaged;
the increase in exchange prices for gasoline has been observed almost continuously since the beginning of June 2024, with AI-95 rising in price at an accelerated rate compared to AI-92 and diesel fuel;
Thus, according to the St. Petersburg International Mercantile Exchange, in July the price of AI-95 gasoline increased by 16%, while AI-92 increased by 5.4%, and diesel fuel increased by 2.5%;
the maximum exchange prices for AI-95 according to the national index since the beginning of 2024 was reached on July 24 at 74,590 thousand rubles/t;
On August 5, 2024, AI-95 gasoline on the St. Petersburg International Mercantile Exchange fell in price by 0.54%, to RUB 72,955 thousand per ton;
the reduction in exchange prices was also facilitated by the ban on gasoline exports, which was reinstated on August 1, 2024, and will be extended until September-October;
however, the problem of disproportionate growth in exchange prices for AI-95 compared to other types of fuel is more systemic;
industry associations have already drawn the attention of A. Novak to the discrepancy between the structure of gasoline production and the structure of its consumption in the Russian Federation, as well as to the actions of manufacturing companies:
The Russian Fuel Union (RTS, unites retail operators of the fuel market) drew attention to the fact that the share of AI-95 gasoline (and higher) in the total basket of production of class 5 motor gasolines is more than 45%, while the consumption of gasoline of these brands on average in the country is about 57%.
The Association of Commodity Brokers (ATB, which unites major private fuel traders in Russia) notes that during periods of highest demand, producers reduce the volume of exchange sales of AI-95, increasing the sale of AI-92, which leads to a sharp increase in prices, but is not formally a violation of the exchange sales standard;
On August 11, 2024, the Russian Ministry of Energy announced that Russia now has impressive reserves of petroleum products , sufficient to fully supply the domestic market:
the volume of gasoline in warehouses is 2.03 million tons, and diesel fuel - 3.31 million tons,
Domestic gasoline shipments are currently 5% above 2023 levels, while diesel fuel shipments are 8% above 2023 levels,
At the same time, the dynamics of changes in prices for diesel fuel does not exceed the rate of inflation. |
