This study is based on the analysis of the situation for the implementation of a micro-measurement system for drinking water consumption in the Tierra del Fuego cities of Ushuaia, capital of the Province of Tierra del Fuego, Antarctica and the South Atlantic Islands, and for the Mediterranean city of Tolhuin.
For its development, the following steps were followed:
An information survey of the current system was carried out; an analysis of MMC (Micro Consumption Meter) suppliers was carried out; a zoning analysis was carried out for the installation of MMC; an analysis of the priority of MMC installation was carried out; an analysis was made of how the provision of MMC to users and their subsequent installation should be (if these tasks should be in state hands or outsourced); a manual of materials and procedures for the installation of MMC was developed and an analysis was made of the implementation of an Open Data Reading System.
Based on this task plan, the most suitable MMC system for installation in this area was determined, taking into account its particularities; the zoning of the cities was determined; the guidelines for determining the priority in the installation were defined; it was concluded that the provision of the MMC installation to the users should be in the hands of the State, in this case the Provincial Directorate of Public Works and Sanitary Services (DPOSS); a model of the Manual of Materials and Specifications for the Installation of MMC Equipment was developed, taking into account the particularities of the same and those presented geographically in the region and finally it was determined which would be the system of analysis and processing of data produced by the MMC.
