Villa Pueyrredón: The Legislature authorized the city government to finance the creation of a pedestrian underpass at Del Fomentista and the tracks.
The work is part of similar interventions in other Buenos Aires communes.
Although public works are practically at a standstill, the City Government has obtained funding to carry out a series of road interventions in different parts of the city. One of them involves Villa Pueyrredón, where it is planned to enable a pedestrian underpass at the intersection of Del Fomentista and the Mitre tracks, and to enable double circulation for cars.
Everything was resolved in the last session of the Legislature, last Thursday, August 21. There, among several projects, file 1675-J-2024 was approved, which had been presented by the Ministry of Finance and Treasury of the Buenos Aires Government, where authorization was requested to go into debt with the Andean Development Corporation, or other multilateral, bilateral and regional credit organizations.
The amount requested was USD 75,000,000, and was to be allocated to comprehensive works interventions, to be carried out by Autopistas Urbanas SA (AUSA), for pedestrian and vehicular circulation between areas of the Autonomous City of Buenos Aires separated by urban barriers, railway tracks and urban highways.
One of them is an underpass at the intersection of Del Fomentista and the Mitre Railway tracks, in Villa Pueyrredón, a few blocks from General Paz. This new crossing would be pedestrian, since until now pedestrians have only a small path separated from cars by a guardrail to cross the embankment, which is elevated. Also, by removing this pedestrian section, cars could circulate in both directions.
There are still no details of what the work would consist of, nor what the deadline or amount would be. AUSA assured, in response to a query from this newspaper, that "the project is being finalised and that the final authorisations must still be made in the respective areas of the Government" before presenting it. However, it is known that it would include a new crossing to the side of the existing one for cars, and that it would be used to enhance the entire perimeter of the roads, creating a new green space.
In addition to the work in Villa Pueyrredón, the bill authorizes interventions with the same debt on the Parque Dellepiane Highway, the Bosch Bridge in Barracas (Commune 4) and the García Lorca underpasses in Caballito (Commune 6), Irigoyen in Villa Luro (Commune 10), and Marcos Sastre and Empedrado, both in Commune 11.
Last June, the bill approved on Thursday was presented to the Budget and Finance, Financial Administration and Tax Policy Committee of the Legislature. There, the officials present had justified the work in Villa Pueyrredón. In relation to that, they presented it as a "new concept."
«Today it was an old railway culvert that had been converted into a vehicular underpass, which operates in one direction of traffic. We met with the Railway, with the people from City Planning and we said, hey, there are new things to do. So what we told them was: If we use all that width, we take out the pedestrian part, it can be a two-way traffic area. But at the same time we create a pedestrian crossing next to it, creating a new park,» said the official present.
In this way, the Undersecretary of Projects and Works, Gabriel Zárate, said, "pedestrians will no longer coexist with cars, a new space is created where they will pass by, and plazas are built on land that is currently underused by the railroad." "It is a new concept to be replicated in various places, but it has the full support of ADIF, because it understands that this improves its circulation and also improves the surroundings of the place and the neighbors," he indicated.
