The Municipality launched two public tenders to carry out the cleaning of open-air canals and piped conduits with a diameter of 1.60 metres. The objective is to keep the citys drainage network in optimal condition. The opening of envelopes with the offers is scheduled for next September 17.
As part of the actions carried out by the Municipality of Santa Fe to reduce water risk, the opening of envelopes for the public tender will be carried out to carry out the cleaning and maintenance work on open-air canals and storm drains up to 1.60 meters in diameter. These are essential tasks to keep the urban drainage network of the provincial capital in optimal condition.
The official budget for the work is $798,225,800 and the envelopes will be opened on September 17. The execution period is 150 days.
These interventions have been carried out for several years with the aim of preparing the city to face heavy rains.
The first tender is No. 7/2024 and the amount is $399,940,200; and the second is No. 8/2024 and the tasks were quoted at $398,285,600.
The Secretary of Urban Development and Water Management, Felipe Franco, highlighted the importance of the tender because it is related to the maintenance of the drainage system, especially the open-air canals. “If they are not kept clean, vegetation grows and this causes the stagnation of garbage and sediments, which decreases the water transport capacity,” said Franco.
“As the discharge elements of most piped drains are clean, keeping them clean allows the pipes to be clean as well and the conduction capacity, which is the connection with the reservoirs and pumping systems, to be optimal,” he added.
The municipal official also said that "this tender allows for the maintenance of the canals in the coastal area and the possibility of opening new drainage systems that are directly linked to the Municipalitys master plan."
To conclude, Franco said: “The cleaning of the entire drainage system in advance allows us to be better prepared when rainfall events occur. Although we are in the El Niño phase, they can be concentrated and the fact that the entire system is in good condition prevents the possibility of temporary flooding or entry into homes.”
Different tasks
One of the interventions involves open-air unlined main channels, which, due to their large characteristics, must be worked on with crawler excavators; and also with a backhoe with an extendable arm. The work to be carried out has the purpose of achieving water sanitation in different areas of the city that have problems with the accumulation and permanence of water due to the lack of surface runoff due to sedimentation and/or blockages.
In order to ensure the drainage from the mouth of the conduits downstream, cleaning, weeding and/or rectification of the channels is planned, the task of which is to remove vegetation, waste and any other object found in the channel that may obstruct the normal flow of water.
Rectification consists of removing the material that constantly settles in the channel bed, reducing its original section, restoring the appropriate slopes and levels so that when receiving excess rainwater from the pipe network, the storm drainage system operates at its maximum capacity.
The official budget for these tasks is $399,940,200 and they must be done with two types of machinery: a crawler excavator and a backhoe with an extendable arm. The first will be used to work on the canals or ditches known as: Norte, Roca, Aristóbulo del Valle, P. Echagüe, Gómez Cello, Suipacha, Pasaje Irala, Justicia, Don Guanela, Tacca, General López, Teniente Loza, Monseñor Rodríguez, Lavaisse, Corrientes, Monseñor Zazpe, Zenteno, Domingo Silva, and those linked to the reservoirs and pumping stations; and those located in the Colastiné area such as El Lele, which is located near the Dinosaur Park, and Guardaparaiso, in the El Bañado area, among others.
On the other hand, there are other channels whose smaller dimensions and/or urban location require that cleaning and/or rectification tasks be carried out with backhoes with extendable arms. The work will be carried out in the Ciudadela, Alfonso Durán, Teniente Loza (North and South), Villa Hipódromo, Aguirre, Larguía, Dr. Zavalla, Peñaloza, Azopardo, Callejón El Sable, Reinares, Los Pinos, San José, Varadero Sarsotti ditches; and those located in the coastal area such as La Guardia, Los Urunday and near the Municipal Garden, in Alto Verde, among others.
The intubated ones
The purpose of the second tender is to contract the works to achieve the optimal functioning of the drainage network through the water sanitation of different areas of the city that are currently vulnerable to meteorological events due to problems of accumulation and permanence of water due to the lack of capture of surface runoff. The fundamental cause is the obstructions in the existing piped drains with a diameter less than or equal to 1.60 meters, so these will be cleaned.
It is also intended to ensure that, prior to a major meteorological event, the critical places for the general functioning of the drainage network of the urban area are guaranteed to be operational. Therefore, the tasks to be contracted include: the unclogging of connections, branches and main conduits with a diameter less than or equal to 1.60 meters, including their respective manholes and storm drains, with a work schedule established and randomly carried out prior to the occurrence of rainy events.
The planimetric survey and the preparation of plans in accordance with the work will also be carried out; permanent services will be provided, among other works. The official budget is $398,285,600.
