SEZ Bio-Tech Services Pvt. Ltd., managing Manjari SEZ and Hadapsar SEZ, has filed petitions to approve their power procurement plans and tariffs for a year-long period starting July 1, 2024. They seek to secure 8 MW of power for Manjari SEZ and 10 MW for Hadapsar SEZ, with base load needs covered from midnight to midnight.
The petitions, filed in April and June 2024, included requests for urgent hearings. These petitions were heard on June 25, 2024. The petitioners explained that they needed to finalize power purchase agreements (PPAs) ahead of time to ensure power delivery as scheduled.
The commission reviewed the PPAs for both SEZs, which were signed with Maharashtra State Power Generation Company Limited and Ideal Energy Projects Ltd. for a total power supply of 6 MW peak for Manjari SEZ and 9 MW peak for Hadapsar SEZ. The tariffs of ?3.50 per kWh for both SEZs were approved following a competitive bidding process.
The commission had previously acknowledged SEZ Bio-Tech Services Pvt. Ltd. as a deemed distribution licensee but noted that operations had not yet started. The company limited its projections to the next two financial years, intending to provide a detailed forecast once operations begin.
Short-term power procurement was conducted through competitive bidding, with successful bids submitted via the DEEP Portal. Although bids were considered for wind power, the prices were not competitive, so procurement for wind power was canceled. Only the solar power bids met market trends, and a tariff of ?3.50 per kWh was established for peak load.
In addition to the approved tariffs, the commission allowed the petitioners to manage any surplus or deficit power through bilateral sales or power exchanges, ensuring flexibility to adapt to changes in power requirements. The commission confirmed the approval of the short-term power procurement plan and directed the submission of the PPAs for record-keeping. |
