The Ministers of Public Works, Lisandro Enrico, and the Minister of Economy, Pablo Olivares, headed the opening of envelopes with the offers for the construction of a third lane on the Rosario-Santa Fe Highway, in the section that goes from the Rosario Beltway to the San Lorenzo downtown access.
The work will have a 12-month execution period and an official budget of $55,306,489,428.55. The bidding ceremony, held at the Rosario Stock Exchange, had 8 bidders.

What will be done
The work will add a third lane 3.65 metres wide on the inner shoulder (on the left hand side) in both directions of traffic, which will be coupled with the existing 7.30 metres in each direction. In turn, both existing lanes of the motorway (both the outer lane and the central lane), in this 16.2 km section, will be repaved.
The resurfacing of the outer lane (where heavy traffic circulates) in both directions will be carried out by milling 30 cm, recycling 30 cm and a 20 cm thick cemented granular layer, to then complete it with two layers of modified asphalt: a 9 cm base and a 5 cm thick rolling bed.
While in the central lane (light vehicle circulation), in both directions, a 5 cm milling will be carried out, a 2 cm layer of asphalt sand and a modified asphalt rolling bed of the same thickness as the outer lane.
To build this new third lane, in both directions, a 30 cm layer of lime and a 20 cm granular layer of cement will be used, and then it will be finished with two layers of modified asphalt: a 7 cm base and a 5 cm thick rolling bed.
The tasks will be complemented with work on the shoulders, repairs, horizontal and vertical marking of the section, the displacement and construction of metal barriers where necessary.
In addition, conservation and maintenance works will be carried out on the existing bridges (repainting, reconstruction of joints and repair of slabs and abutments): Km. 0 Rosario Ring Road, Km. 4.1 access to Granadero Baigorria and Ibarlucea, Km. 7.5 access to Capitán Bermúdez, km. 10.6 access to Fray Luis Beltrán, km. 14 access to San Lorenzo Sur and km. 16.1 access to San Lorenzo Centro.
The access and exit branches to AP 01 will also be repaved, using 5 cm milling and a 5 cm layer of modified asphalt, in Ibarlucea (RP 59s), Capitán Bermúdez, San Lorenzo Sur (RN A012) and San Lorenzo Centro.
From a hydraulic perspective, the demolition and removal of the transverse sewers corresponding to the existing drainage system will be carried out, which will be replaced by a new one-meter by one-meter reinforced concrete box type, to facilitate their cleaning.
The offers
On this occasion, 8 offers were presented for the paving work of the third lane of Provincial Highway 01 – Section Km0 (Rosario Ring Road) to km16,200 (San Lorenzo Centro Access):
The first offer, corresponding to the firm Rovial SA – laromet SA – Nestor Julio Guerechet SA – Obring SA – UT, quoted the work at $46,969,999,999.80 and presented a project variant with an optional quote for $45,970,000,000.
The second offer, from the firm Pose SA, quoted the work at $41,498,589,398.07.
The third offer, from the company Pelque SA, presented an offer of $46,518,315,740.38.
The fourth offer, from Luis Losi SA, is quoted for a total of $54,984,523,952.00 and presents a project variant with an optional quote for $46,877,100,771.37.
The fifth offer was from Lemiro Pablo Pietroboni SA – Se.Mi SA Apo1 – UT for $50,354,083,579.58 and presents a project variant with an optional quote for a total of $46,621,103,118.26.
The sixth offer, from the firm Rava SA De Construcción, is quoted for a total of $49,986,562,379.44.
The seventh offer, corresponds to the firm Vial Agro SA, quoted for $46,999,295,190.15
The eighth and final offer was from Angel Boscarino Construcciones SA for a total of $58,105,320,662.12.
Statements
During the activity, the Minister of Public Works stated: “These works, as Governor Maximiliano Pullaro indicated to us, are being carried out because there is private investment in public works; this link allows us to take credit from the productive and private sector of Santa Fe to do this work that has a significant cost and that, in another economic context, was very difficult to do, but with the contribution of the private sector we can undertake it.”
Then, Enrico recalled that “as a Government, we are working to make the State efficient, to take care of the weight of the people of Santa Fe. We have a public works plan that is based on these pillars: efficient administration of public resources, attacking the large deficits, organizing the State, and governing with transparency.” “We are showing that if you don’t steal from the State, you can do public works. The public works program that we are carrying out is strong and is basically linked to production. We want Santa Fe to have a road infrastructure that is in line with production and safety,” he added.
For his part, Olivares stressed the importance of this work for the economy of Santa Fe, since it will be essential for access to the port area: “This third lane is the first step in addressing a logistics network. Anyone who studies basic macroeconomics knows that the most genuine way to grow is by thinking primarily about external markets, and today the logistics network we have needs a strong imprint. And this is a first commitment.”
On the other hand, the provincial director of Roads, Pablo Seghezzo, recalled that the Rosario-Santa Fe Highway “is the busiest route in the province: 48,000 users per day,” and that with this work “places built 60 years ago will be intervened, because this was the first highway in Argentina, which was built between the governorships of (Aldo) Tessio and (Carlos) Sylvestre Begnis.”
In closing, the president of the Rosario Stock Exchange, Miguel Simioni, explained that the entity had already been working on “an agenda of public affairs” with the Santa Fe Stock Exchange, and that “when Maximiliano Pullaros government came into office, they took on this agenda, made a commitment, and today it is being carried out at the opening of envelopes.” He also congratulated the Santa Fe government “for the maturity of the work in the public-private articulation.”
Also present at the event were the president of the Chamber of Deputies of the province, Clara García; the former governor and current provincial deputy, Antonio Bonfatti; the national deputy, Monica Fein, and the head of the new trust for Highway 01, Liliana Paladini; among other provincial authorities. |
