The City of Windsor announced the completion of construction on Cabana Road West from Provincial Road to Highway 3. Since 2015, the City of Windsor has invested $43.1 million, with additional funding support coming from the Investing in Canada Infrastructure Program (ICIP), to conclude major road, bike lane, sidewalk, sewer, and watermain improvements on Cabana Road West. Council continues to prioritize the modernization of transportation infrastructure and municipal services along this busy east-west residential and economic corridor in South Windsor.
“Today we celebrate the completion of construction on Cabana Road West from Provincial Road to Highway 3, a key milestone in our commitment to building Windsor’s future. It is critically important that we continue to invest in Windsor’s record economic growth and make it translate to more jobs and more opportunities for all residents. This vital east-west transportation corridor in South Windsor will provide a direct link with a new acute care hospital as well as new employment and residential development off Country Road 42,” said Mayor Drew Dilkens.
The project involves widening Cabana Road West to four traffic lanes — two in each direction — from Provincial Road to Highway 3. It includes replacing sidewalks, curbs, gutters, and street lighting; and adding new dedicated bicycle lanes that will be separated from motor vehicle traffic by a half-metre painted buffer zone in each direction. Enhanced boulevard restoration with sodding and tree planting is also part of the corridor improvement work. So far, the total expenditure for phases 1 to 4 is approximately $45 million.
Since 2021, improvements have added approximately 2.7 kilometres of new bike lanes in each direction, rehabilitated sidewalks, and 2.7 centre-line kilometres of new asphalt roadway along Cabana Road West, building on the 1.8 kilometres of new bike lanes, rehabilitated sidewalks, and 1.8 kilometres of new roads constructed since Phase 1 of the project from Provincial Road to Howard (2017 to 2018) with total costs of $7 million, Phase 2 from Howard to Dougall (2019 to 2020) with total costs of $5 million, Phase 3 from Dougall to Dominion (2021 to 2022) with total costs of $14.5 million, and Phase 4 from Dominion to Highway 3 (2023 to 2024) with total costs of $18.5 million, was launched in 2016 at the intersection of Provincial Road.
For phases 3 and 4, Dillon Consulting Limited and Amico Infrastructures Inc. have been contracted to lead the reconstruction of the Cabana Road Corridor. Phase 3 began in April 2021, and Phase 4 started in April 2023, with all work expected to be completed by the end of 2024. The total cost for these two phases is $33 million.
This work is a continuation of a multi-phase investment to rebuild the Cabana Road Corridor — the only continuous east-west arterial roadway in South Windsor — from Walker Road to Highway 3. The final stage of this project, covering Cabana Road East from Walker Road to Provincial Road, is currently planned to be tendered for the 2025 construction season, subject to Council approval for an additional budget.
Phase 5 (Cabana/Division from Provincial Road to Walker Road) is currently in the detailed design phase, with property acquisition and utility relocation planned for 2024 and is tentatively scheduled for the 2025 construction season, subject to additional capital budget approval.
The City’s 10-year capital plan will invest a total of $568.8 million in roads and $470.6 million toward upgrading the city’s sewers. |
