After an agreement was signed last June with the National Cabinet, the Ministry of Infrastructure of Salta and federal agencies worked together to implement the terms of the agreement. The task continues but there is already progress that shows that this activity is essential for Gustavo Sáenzs administration. It should be noted that the agreement reached after intense negotiations, which included provincial support for the Basic Law and the May Pact, determines an arrangement for the continuity of work that was underway at different stages of completion, through the availability of financing. It is a very important package since it represents a total investment of 294 billion pesos and involves municipalities. Specifically, in reference to the works in different communes, priorities are being defined for 23 works that the Nation had committed to but that the Province took over and must allocate in what remains of the budget and incorporate in the 2025 budget, a total of 7.2 billion pesos. This is in addition to 47 works that the Salta Executive must also undertake and that were financed by ENOHSA, which are being built in the interior, in addition to 17 child development centers; the recovery of the Cobos port; the second stage of the Güemes monument; the Historic House of Finca del Carmen; and the raising of the El Limón dam, which together represent an investment of almost 15 billion pesos. In any case, the national administration will bear the majority of the investment, some 272 billion pesos, to carry out 15 works that are within its jurisdiction, such as routes that are essential not only for Salta but also for the structure of the nations road connectivity; such is the case of route 51, which reaches the border with Chile or route 50, which goes to the border with Bolivia. It is not only a matter of jurisdictional issues but also of agreements reached to channel resources from international financing agencies. In some cases, the urgency of the execution of the works does not allow delaying the decision-making of national agencies, such as the National Highway Authority, and having confirmed the source of financing - such as the payment of tolls - the provincial government has decided to advance the solution and then respond to those responsible to obtain the corresponding funds. This is the case of the repaving of National Route 34 in the section that connects Metán with Rosario de la Frontera. Faced with the danger that its current state represents and the passivity with which the national government acts in the face of a judicial resolution ordering its intervention, the local government is taking charge of the works. Another fact that is no less significant is that the reactivation of the wastewater treatment plant in the southern part of the capital is underway. The work is being carried out by the UTE Benito Roggio and Supercemento and a small section remains - but of radical importance - to complete the work. The Cabinet Office understood its importance, to the point that the head of the plant, Guillermo Francos, will be the one to arrive in Salta at the beginning of next month to attend the reactivation. “Public works generate jobs for the people of Salta and drive the economy of the towns. It is growth, progress, work and future.” That is the preaching of the provincial leader and everything indicates that it represents the reason for his government. |
