The local Executive is promoting three tenders for the reconstruction of asphalt and concrete pavement roads. The works include ditching, patching, milling, recycling and repaving.
The Municipality, through the Secretariat of Public Works and Planning, announced that three projects are in process
tenders for the reconstruction and improvements of asphalt and concrete pavement on the city streets. The works, which involve an investment of more than $10 billion, include ditching, patching, milling, recycling and repaving work through the execution of new asphalt layers and concrete slabs.
In this context, on Thursday, July 25, in the Intendencia room of the former Customs building (Urquiza 902), Mayor Pablo Javkin led the act corresponding to the opening of envelopes for the second of the tenders (Maintenance of concrete pavements in streets of the city of Rosario), which has an official budget of $2,371,735,786.64 and includes the execution of improvement and paving works on concrete streets.
“At the beginning of the year we proposed a plan for streets. That plan has been implemented up to a little over half, 55%. We need another half. And to continue and keep this going, we have to open three envelopes; the one we did at the beginning of the week, the one we are doing now and the one we are going to open next Tuesday. There are three tenders that add up to $10 billion more,” explained the mayor, who was accompanied by the Secretary of Public Works and Planning, Eduardo Bressan, and the Undersecretary of Public Works, Juan Manuel Ferrer.
“We are now finishing the most annoying part, which were the central arteries that we did during the winter holidays and during this week that is ending,” added Javkin, referring to the work that is being completed on Laprida and Maipú streets, and he announced that the next step will involve the intervention in “macrocentric arteries with high circulation.” In this regard, he mentioned that work will be done, for example, on 27 de Febrero Boulevard, and on Italia Street, between Pellegrini and 27 de Febrero, after the completion of works on España Street, in the same section.
“At the same time, one of the tenders is strictly for patching,” Javkin explained, and added: “We raised it at the beginning of the year, the seven or eight months of rain, plus some issues that occurred at the Aguas Santafesinas company that are now returning to normal, generated a situation on the streets and that is one of the strongest complaints from the residents. We need time and investment. We did half of the task and now we are going for the other half so that by the end of the year we will have a panorama that the city deserves.”
Four construction companies presented their respective basic offers:

This significant investment enables the execution of patching, road maintenance and street reconstruction works, which aim to improve access conditions, transitability and road safety on the city streets.
Regarding the road works and projects that are being carried out, the Undersecretary of Public Works, Juan Ferrer, commented: “We have an ambitious Plan that was presented at the beginning of the year by the municipal mayor, where we announced the reconstruction of many streets in different sectors of the city. During the first half of the year, among the works and projects carried out, the repaving of more than 100 blocks was achieved.”
“In this second semester, with the new tenders, we plan to continue and intensify this pace of work. In this sense, similar arteries are being evaluated in relation to the level of need and urgency, in order to continue with the programming of relevant works and tasks,” he added.
It is worth noting that the opening of envelopes for the first tender, for Hot Asphalt Concrete Bituminous Pavement and Stabilized Base, took place last Tuesday and includes milling, stabilization and subsequent asphalt repaving work. It has an official budget of $2,851,110,756.75.
Meanwhile, the tender for Asphalt Pavement, Recycling and Roadway Renovation includes works for recycling, milling and construction of hot asphalt pavements. The official budget is $5,530,237,951.24, and the opening of envelopes is announced for Tuesday 30th at 9 am, also at the Ex Aduana Building.
The three projects put up for tender total more than $10 billion pesos, which are intended to improve traffic conditions and the transitability of the citys streets.
Street Plan
The Plan that the municipality has been carrying out, which includes the announced tenders, includes asphalt and concrete patching work in 45 neighbourhoods and the reconstruction of 14 priority corridors, distributed throughout all the districts of the city. In total, the project foresees the intervention of 150,000 m2 of pavement.
In this regard, the reconstruction of Laprida is currently underway in the entire stretch from Rioja to 9 de Julio. The milling, repaving and patching of the base in Laprida was scheduled as work in the month of July, and is scheduled to be completed this weekend. “This Thursday we will begin with the asphalt on the entire stretch, if the weather permits, the route will be enabled on Monday,” explained the Undersecretary of Public Works, Juan Manuel Ferrer.
At the same time, the repaving of Maipú between 9 de Julio and San Lorenzo is also underway. During this weekend, asphalt will also be laid on the entire stretch. “On June 30, we began repaving Laprida and Maipú, at the request of the Mayor, taking advantage of the winter vacation break. We are finishing on schedule, and moving forward with a plan that does not stop and that aims to improve the streets of the city,” Ferrer summarized.
Also part of the Street Plan, the repaving of Avellaneda Boulevard, in the entire stretch from Alberdi to Génova on both sides, and the reconstruction of España Street, between Pellegrini and 27 de Febrero, were recently completed.
