Sewage and financial relief: the company that won the tender presented 64% less than the official budget.
The communication was made about the result of Tender No. 19/2024 that was opened on June 13, and whose objective was the construction of the "Sewage Relief" that will be carried out in the city of Chajarí.
According to the project, this work would start at Brown and Repetto, continue along Repetto to the Camila Quiroga Museum, from there it goes through Fochesato, Guarumba, Virgen de Luján, Martín Fierro, crosses Avenida 25 de Mayo to Uruguay Street, and then runs parallel to the road to the lagoons. Along the way, it crosses two paved arteries, which are Avenida 25 de Mayo and 1º de Mayo, near Plaza Varini, and ends at the systems grating chamber, with an extension of 1,800 meters.
It is true that, with 10 companies presenting themselves at the opening, a bidding war on prices is expected that ends up being beneficial for the Municipality as the contracting entity, but the results are striking since it was awarded to a company, INCAR SA, which quoted 64.64% less than the OFFICIAL BUDGET, which amounted to 280 million pesos.
It should also be clarified that not all members of the Adjudication Commission agreed, the Municipal representation and the councilor of Libertad Avanza signed the dispatch of the same, while the councilor of Más para Entre Ríos, Mirian Etchevarne, requested that this budget go through the approval of the Deliberative Council, a matter that was denied so the councilor did not support the approval opinion.

When Tal Cual analyzed the quotation sheet in the 4 items where each of the bidders quotes per unit, there in the first 3 items INCAR SA, the awarded company, presents ostensibly lower prices in: 1) Soil movement, 2) PVC pipe placement and hydraulic testing and 3) Sewage registration chamber.
There are several questions, particularly considering the importance and scope of the work, namely: Was there incompetence on the part of the Municipality in “putting together” the official budget? Do the quoted prices, much lower than those presented by the other 9 bidders, guarantee quality of work? Is the selection of such a work based solely on the “lowest price” or are technical details and the companys experience in works evaluated? Does this “very cheap” scenario force the contractor (Municipality) to have more specific control, in order to enforce the specifications and the project?
It is very striking that in a work of these characteristics the difference in quotes is around 64%, a matter that surely the engineers and accountants of the 9 remaining companies are analyzing "to the millimeter" the spreadsheets of the winning bidder, who, according to one of them, confided to TAL CUAL "with those costs it is impossible to do that work", and reflected "but well... the numbers are there" and left a long silence at the end of the WhatsApp voice message.
