Work Detail The government approved the Elenga-Hatikumrul-Rangpur 4-lane road development project at a cost of Tk 118.81 billion for ensuring smooth communication in northern Bangladesh and facilitating regional road connectivity with neighbouring countries.

Presided over by Prime Minister Sheikh Hasina, the Executive Committee of the National Economic Council (ECNEC), at its meeting in Dhaka Tuesday, endorsed the highway development project along with six other projects at a combined cost of Tk 128.94 billion.

After the meeting, Planning Minister AHM Mustafa Kamal told journalists that a total of seven projects were approved.

The project implementing agency- the Roads and Highways Department (RHD)-will develop the existing 190.40km Elenga-Hatikumrul-Rangpur highway into a 4-lane one crossing the Jamuna River with financial support from the Asian Development Bank (ADB).

The ADB will provide Tk 93.40 billion from the South Asia Sub-regional Economic Cooperation (SASEC) fund while the government will make available the remaining portion of the projected expenditure.

In the meantime, the RHD is upgrading the existing 70-kilometre Joydevpur (Gazipur)-Elenga road to a four-lane one which would connect the capital city with Bangladesh's northern region Rangpur.

In April 2013, the government approved the Tk 27.88 billion project for upgrading the road from Joydebpur (Gazipur) to Elenga (Tangail).

Mr Kamal said: "Once the project is implemented, the road connectivity with the northern districts will improve further while a provision will be there to boost sub-regional connectivity with India and Nepal through Banglabandha and with India and Bhutan through Burimari."

Under the 4-lane road project, there will be acquisition of some 194.94 hectares of land, some 127.043 lakh cubic metres of earth work, some 190.40 kilometres of new pavement construction, including a separate lane for the slow-moving vehicles, construction of 32 bridges and 3 flyovers, one railway overpass, 161 culverts, 39 underpasses, 11 pedestrian overpasses, one interchange, establishment of RHD centre of excellence and road operation unit.

The Planning Minister said the Prime Minister at the meeting asked the authorities concerned to set up industrial estates keeping certain distance from highways and roads so that there could be a provision for further expansion.

The ECNEC approved other projects are meteorological radar development of Dhaka and Rangpur at Tk 2.08 billion, establishment of innovation and entrepreneurs' development academy at Tk 2.30 billion, BSCIC electrical commodity production and light engineering industrial estate at Tk 2.13 billion, BSCIC industrial estate, Raozan at Tk 798.4 million, construction of link road from Sirajuddowla Road to Shah Amanat Bridge (Bakolia Access) at Tk 2.05 billion and re-excavation of Bhodra and Salta Rivers to address water logging of Khulna district at Tk 760 million.

Ministers and State Ministers, Planning Commission members and secretaries concerned were present at the ECNEC meeting.
