Work Detail The Central Electricity Regulatory Commission (CERC) in New Delhi issued an order on July 2, 2024, concerning the application for a transmission license by Koppal II Gadag II Transmission Limited, now known as POWERGRID Koppal Gadag Transmission Limited. The application was filed under relevant regulations for the grant of a transmission license. The petitioner sought to establish the Inter-State Transmission System for the integration of Renewable Energy Zone (Phase-II) in Koppal-II (Phase-A & B) and Gadag-II (Phase-A) in Karnataka on a Build, Own, Operate, and Transfer (BOOT) basis. The petition listed multiple respondents, including Central Transmission Utility of India Limited, PFC Consulting Limited, and various renewable energy companies such as Tata Power Renewable Energy Limited and Scatec India Renewables One Pvt. Limited, among others. During the hearing on February 27, 2024, the petitioner submitted that the transmission license fees were paid on January 2, 2024. However, the application could only be filed online on January 10, 2024, due to an issue with the e-filing portal. The petitioner requested the condoning of the delay in filing the application, which was granted by the commission. The commission reviewed the material on record and found that the petitioner met the conditions for the grant of an inter-State transmission license. Consequently, a public notice was directed to be published to invite suggestions or objections to the grant of the transmission license. The deadline for filing objections or suggestions was set for July 16, 2024. The commission also expected the petitioner to comply with specific clauses of the Request for Proposal (RfP) while carrying out the survey and commissioning the project within the Scheduled Commercial Operation Date (SCOD). The petitioner informed the commission that the company name had been changed from Koppal II Gadag II Transmission Limited to POWERGRID Koppal Gadag Transmission Limited as of March 18, 2024. The relevant certificate of name change was placed on record, and the commission updated its records accordingly. The commission also noted that the petitioner had already acquired a hundred percent equity holding in the company and entered into a Transmission Service Agreement with CTUIL on December 26, 2023. The petition included detailed plans for establishing the transmission system, including the construction of a 765/400 kV pooling station at Koppal-II and associated infrastructure. The commission acknowledged the petitioner’s compliance with the regulatory requirements, including the submission of necessary affidavits and payment of the application fee. The commission directed the petitioner to publish notices in multiple languages and serve copies of the application on relevant stakeholders, including the Central Transmission Utility of India Limited (CTUIL) and Southern Region beneficiaries. The commission scheduled the next hearing for July 22, 2024, to further discuss the application and any objections or suggestions received in response to the public notice. The commission’s order highlights the procedural aspects and compliance requirements for the grant of a transmission license. The petitioner’s adherence to these requirements and the commission’s directives ensure a transparent and regulated process for the establishment of critical infrastructure for integrating renewable energy in Karnataka.
