Rajasthan Electronics & Instruments Ltd. (REIL) has announced an Invitation for Bids (IFB) for the implementation of 10 MWp grid-connected rooftop and small ground-mounted solar photovoltaic power plants. These installations are planned for state and central government buildings, as well as government undertakings in Rajasthan, under the Renewable Energy Service Company (RESCO) model. The bidding process will follow a single-stage, two-envelope system.
The scope of work includes a comprehensive range of activities such as site surveys of identified rooftops and surplus lands, identifying new rooftops and lands, site visits, solar potential assessments, and finalizing plant capacities for the chosen locations. The selected contractor will also be responsible for executing Power Purchase Agreements (PPA) as per the prescribed format, along with the design, engineering, manufacturing, supply, storage, civil work, erection, testing, and commissioning of the solar power plants. Additionally, the contractor will handle grid interconnections for net metering, obtain all statutory approvals, ensure quality control, and manage the operation and maintenance of the project for 25 years post-commissioning. Any necessary modifications to the rooftops to implement the solar systems will also fall within the contractor’s responsibilities.
The deadline for online bid submission is July 22, 2024, with physical documents to be submitted by 18:00 hours on the same day at the REIL office in Jaipur. The techno-commercial bids will be opened online on July 23, 2024. The date for the financial bid opening will be announced after the shortlisting of the techno-commercial bids. The estimated cost is INR 18 lakh per MWp, and bidders must quote a minimum capacity of 2 MW.
