Work Detail Road construction along North Boulevard and 20th Street kicked off Tuesday in Port Huron.

North Boulevard along Lincoln Park is being reconstructed, with water main replacement included in the $660,451 project.

A $622,300 project on 20th Street includes concrete slab replacement and diamond grinding between Beard and Dove streets.

Both will require road closures, and completion is expected in November.

North Boulevard — about a half-mile stretch between Electric Avenue and 32nd Street — also includes some curb and sidewalk work.

Resident Janet Hazzard lives on North Boulevard and said she was “ecstatic” for the anticipated improvements to the road, which is crumbling on the sides and riddled with cracks.

“I don’t even like to drive my car on it,” she said, adding she can even feel the crumbling pavement while jogging on the road.

Hazzard has lived in her home for 23 years and said North Boulevard has been “getting a lot worse in the last few years.” She said she attended a meeting for residents about the construction last week.

Work was going on toward the western end of North Boulevard Tuesday and, though the road is supposed to be closed, barricades weren’t up yet put up redirecting traffic.

Once it is, neighbor Betty Nolte said the closure is going to be a problem.

She pointed to sidewalk she replaced in front of her house in 2010 and said she was under the impression the road was going to be replaced around that time.

“It’s not going to be done until snow’s flying, and where am I supposed to park?” Nolte said. She said she has to park on the street across Lincoln Park and walks to her home.

It’s being financed with street millage funds, and was approved by City Council in early August.

The project mirrors construction of the road’s sister street South Boulevard, which was upgraded last year for about $650,000.

City officials said both streets have been topics of long-standing complaint.

The 20th Street work is largely being financed through a Michigan Department of Transportation award.

MDOT’s Transportation Economic Development Fund is financing $493,123 of the project, while the city’s spending $129,162, a 20 percent match, was OK’d by City Council in June.

The southbound lane of the street between Beard and Dove is closed as part of the project. That detour is posted to 16th Street, while northbound traffic remains open.

The 20th Street area gets heavy commercial use. Though access to business drives remains open, some said closure of half the road way may still have an impact.

“It does impact the trucks terribly,” said Joe Piechotte, manager at Wirco Products, an automotive equipment manufacturer on the east side of the street. “They don’t give them enough room to get around.”
