The call for tender was void
Four companies had presented themselves, including the current Santa Elena. According to the Ministry of Finance, all the offers exceeded the economic proposals in the specifications.
Once again, the Waste collection service in Villa Gesell is left without bidders in the public tender that had been called at the beginning of the year. At that time, four proposals had been presented, each of which was analyzed.
Among the bidders was the current Santa Elena, which today has an emergency contract and which is entailing a great expense for the city and that is why a document of bases and conditions had been drawn up that would allow the economy to stabilize.
In the last few hours, an opinion from the Secretary of Finance of the municipality confirmed that the offer presented by the four bidding companies that participated in the tender for the Waste Collection Service in the Villa Gesell district, exceeds by a large percentage the budget proposed in the document of Bases and Conditions of said tender.
The arguments of the opinion indicate that, if awarded in these terms, it would be a violation of the Organic Law of Municipalities, since the municipality would not have the economic resources to face these payments.
With this technical opinion, from the Legal and Technical Secretary of the municipality, the tender was declared “deserted”, that is, the Service will not be granted to any of the interested companies.
Now, the file will be returned by the Executive Department to the Deliberative Council, where the document was completed and approved so that the municipality can call the tender. It will enter next weeks ordinary session.
