The Municipal Tourism and Culture Entity (EmturyC) formalized this Tuesday a second call for public bidding to concession five equipped public beaches located in the northern coastal sector. These are the Fiscal Tourist Units (UTF) that did not receive offers in the initial tender in March, where only one bidder was presented to concession the Museum Beach.
The news was announced through Resolution 239/24 signed by the president of EmturyC, Bernardo Martín, where it was stated that the UTF Las Delicias, Beltrán Norte, Beltrán Sur, Playa Estrada and Playa Constitución did not receive offers in the first call made between March 5 and 6. The new tender will be held on July 1 for the first two UTFs and the following day it will advance with the remaining three.
The so-called Equipped Public Beaches are a new concept with which the private management of the sand space is planned for the northern sector, where there are practically no concessions and where it is planned to implement a different logic than the spas that are known in other areas of the region. city, characterized by being spaces restricted to clients and with tents.

Precisely, these beaches do not have a private concession area, but are publicly accessible, without barriers that delimit them from the rest of the sand sector. The classic fixed tents that occupy a large part of the sand will also be left out and the concessionaire will only be able to offer the rental of umbrellas. In addition, they will be mobile and on demand: the client will hire it and an employee will install it in the required space, coexisting with the rest of the bathers. In turn, they will have a gastronomic module, where there will be free access to public bathrooms, and lockers can be rented.
One of the points that sparked controversy during the processing of the Terms and Conditions was the approval of nighttime activities, where it is speculated that the governments intention is to enable events such as parties, although that will be left to a later process.
The concession will be for ten years, with a possibility of extension for another season, while the six UTFs have an annual payment of 1.5 million as a fee, another aspect highlighted by the opposition. This amount will also be adjusted through the Indec Consumer Price Index based on March 2022, which is when the specifications were prepared.

The concessionaires profits will come from the operation of the gastronomic module (which may operate at night), from the rental of up to 50 parasols equipped with up to 3 chairs or loungers for each one, from lockers, from the exploitation of advertising and from street sales. , which is under your responsibility with identified personnel.
The units will have to have accessible internal circuits, urban ramps intended to facilitate access for pedestrians and those with reduced mobility and/or communication, paths and internal circulatory routes, ramps, and where there are two or more floors they must have ascents, accessible toilets.
One of the great novelties is that each beach will be required to have an amphibious chair for free use, an essential element for people with mobility disabilities to enter the sea. Another key point regarding accessibility from another point of view: all concessionaires must guarantee free public Wi-Fi service throughout the UTF at their expense.
However, the EmturyC expectation did not have the expected response from the private sector, since in March only one offer was registered for the Museum Beach, located in front of the MAR Museum, the closest to the center of the six.
