Work Detail The Ministry of Infrastructure of the City of Buenos Aires called for public bidding to demolish the property located at Diógenes Taborda 1553, in Nueva Pompeya (Comuna 4). The property belongs to the GCBA and is currently in a state of abandonment. Neighbors report acts of insecurity. Furthermore, in 2019 the Left Front had presented a bill to build on this land “a school building for the state-managed Primary and Secondary Education Area.” Regarding the purpose of the work, the GCBA states: “The property is in obvious deterioration and represents a potential risk of structural collapse, which is why it is necessary to proceed urgently with its demolition to guarantee public safety.” This construction consists of a ground floor and two upper floors, with a rectangular base measuring approximately 18 by 22 meters by 16 meters high. Its two internal mezzanines have almost completely disappeared. A large amount of debris is accumulated on the ground floor level. “The internal metal columns remain in their position, since they have not been removed because they support the upper deck slab, which remains intact. As a result of these previous demolitions and looting, the internal columns have lost the bracing provided by the mezzanines and currently present a situation of unstable equilibrium with great slenderness (triple the original) and very little load-bearing capacity, which gives the building as a whole, a situation of danger of collapse,” indicates the documentation of the bidding process. In April of this year, the Buenos Vecinos BA group reported that “the main iron structures have been stolen from the place and it may collapse. The space became a tumbero center.” “The facilities are occupied by criminals and addicts who permanently generate illicit acts in the surrounding area,” added the citizen entity. “In its interior, the accumulation of garbage, potential risk of dengue vectors and the entry of criminals who use it as a bullfighting center, makes this building a serious risk for residents of Pompeya and the Espora neighborhood. Half a block away there is an elementary school,” they added. On the other hand, in 2019 the Left Front bloc of the Buenos Aires Legislature - with the signature of Laura Marrone, Gabriel Solano and Myriam Bregman - had presented a bill for the GCBA to transfer the land of Diógenes Taborda 1553 to the Ministry of Education local to build “a school building for the State-managed Primary and Secondary Education Area.” The defense of this project, which lost parliamentary status, pointed out that in the 5th District there is "a lack of vacancies at the primary and initial level, especially due to the increase in the population of the Villa 21/24 neighborhood (Barracas) and Zavaleta." “In addition, only 31% of primary schools in DE 5 are full-day.” They added a 2014 report made by the ADEMYS Teaching Association: “It showed that in the southern zone of our city the construction of thirty-three schools was required based on the increase in the population of the towns in the southern zone since the Census. 2010 to date it is estimated to have doubled.
