At the inauguration, the Chinese ambassador to Cuba, Ma Hui, highlighted that the project is part of the cooperation between China and Cuba within the so-called Belt and Road Initiative.
The Belt and Road Initiative is a global infrastructure development and international cooperation strategy launched by China in 2013.
