Axel Kicillof wants Javier Milei to transfer the Perón highway and the continuation of the Buenos Aires-La Plata highway through Berisso and Ensenada, to route 11, into the provinces orbit.
The Buenos Aires Minister of Infrastructure, Gabriel Katopodis, held a meeting with the new Chief of Staff, Guillermo Francos, where they discussed reactivating some works and provincializing others. The mayor of Almirante Brown, Mariano Cascallares, and the Minister of Security, Javier Alonso, were also at the meeting.
The two works made significant progress during the previous administration but were paralyzed when the libertarian government took office. In the Kicillof government they understand that passing them to the province is the only way to finish them.
Transferring a work is not an express procedure. In many cases, laws are needed that must be approved by Congress and a discussion - always complex - over funds. Those who understand these issues assure that there are countless legal issues in the middle.

The Perón Highway is the third ring road of the AMBA (the first is General Paz, the second is Route 4 and the fourth is Route 6) and crosses 12 municipalities.
It is one of the most complex works in the province since it is a new 83-kilometer route over a semi-urban area. The works include in many cases the expropriation of land and the installation of several bridges and distributors, one of the most delicate and expensive points of a new route.
Of the 83 kilometers of extension projected, 11 were built during the administration of Mauricio Macri and during the government of Alberto Fernández, progress was made with another 41. There are 31 kilometers remaining, which are what Kicillof wants to take charge of.
The work is planned in four sections that advance separately and independently. It includes the construction of shoulders, collectors, distributors, level crossings, lighting, horizontal and vertical signage, and the construction of 35 bridges over channels and internal streets.
The first kilometers inaugurated during the administration of Gabriel Katopodis as Minister of Public Works were remembered due to a strong wind storm that broke out just at the time of the event. It was October 2021 and there were days left before the legislative elections.
Meanwhile, the extension of the La Plata-Buenos Aires highway is a delayed but vitally important project for three mayors very close to Axel Kicillof: Julio Alak (La Plata), Mario Secco (Ensenada) and Fabián Cagliardi (Berisso).

The highway that connects the City with the provincial capital ends at the descent of Diagonal 74. The project contemplates a continuation towards the south through Ensenada and Berisso to join provincial route 11 that borders the Atlantic Coast to Miramar.
The new route between the highway descent and Route 11 is just 11 kilometers, with the same difficulty as the Perón Highway: it is a semi-urban area.
The project is key to reactivating Puerto La Plata, especially the TecPlata container terminal. It is known that the accesses to that terminal are the Achilles Heel so that the containers can leave and arrive at the port without major problems. Today, access to the port is collapsing traffic on 122nd Avenue, the border between La Plata, Berisso and Ensenada.
The expansion of the highway began in December 2013 and was paralyzed in June 2018 - with a physical progress of 7% - due to a precautionary measure, which ordered the interruption of work until its environmental impact was reported. It was then reactivated in May 2021 but was paralyzed again with the arrival of the Milei government.
The work foresees the construction of 11 kilometers of urban highway on a new layout, a viaduct over a safety channel, the construction of two bridges, 97 culverts and hydraulic works for water drainage. |
