The PIMI is developed with the presence of specialized personnel and the deployment of road equipment at different strategic points, with the aim of guaranteeing traffic and safety conditions to allow travelers to safely reach their destination. Among the main tasks, the clearing of snow to prevent its accumulation on the roads, irrigation with anti-ice liquid or saline solution, and the distribution of bulk salt to remove and prevent the accumulation of ice on the road stand out. At the same time, mud is cleaned in the gravel sections to prevent the formation of swamps due to melting snow. The most intense work is carried out at border crossings such as Cardenal Samoré and Pino Hachado, in Neuquén; Huemules and Futaleufú, in Chubut; and the Cristo Redentor System and Paso Pehuenche, in Mendoza, where snow accumulation is usually more significant.
For this, the Ministry of Public Works of the Nation—in whose orbit National Roads is located—made an investment of more than $15.9 billion through the Federal Road Strengthening Plan to acquire state-of-the-art machinery and vehicles delivered to the districts involved in the Comprehensive Winter Maintenance Plan. These own resources are added to the possibility of contracting outsourced services to guarantee the effectiveness and scope of the entire winter plan in more than 7,500 kilometers of national routes belonging to Chubut, Mendoza, Neuquén, Río Negro, Santa Cruz and Tierra del Fuego.
The maintenance of the routes during the winter is carried out in an articulated manner between the national government and the provincial and municipal governments based on various actions in which the federal and provincial security forces, civil defense, transportation and hotel chambers, actors, politicians, health and road users. The coordination of each action is carried out by the National Highway districts, the body in charge of the management and organization of the Comprehensive Winter Maintenance Plan.
