Security: 13 offers for the construction of the new control building at the Rosario Penitentiary Complex

The Ministers of Public Works, Lisandro Enrico, and of Justice and Security, Pablo Cococcioni, led the opening of envelopes with the financial offers destined for the construction of a new control building for visits and the perimeter wall of the Rosario Penitentiary Complex.
The activity took place this Friday, in the Walsh Room of the Rosario Government Headquarters, and was attended by the Secretary of Public Works and Habitat, Marcelo Pascualón; the Secretary of Criminal Affairs, Lucia Masneri, and the Undersecretary of Architecture, Lucas Condal.
On the occasion, the Minister of Justice and Security celebrated that "four months after the start of Maximiliano Pullaros government, envelopes are being opened and a prison public works program is being launched." He then referred to the increase in the number of detainees, and stated that it is necessary “to be responsible and prepare the prison infrastructure.” “We have not received half-finished works, as we had left in 2019, so the public works plan had to start from scratch and it will take some time until the wheels are set in motion and we begin to have prison inaugurations,” he explained. .
Next, Cococcioni said that there are two differentiated levels in penitentiary works: “On the one hand, works that increase places and, on the other, works that increase security levels. Today we are witnessing the rise of a small group of detainees that 10 years ago we did not know what to call, because it was a new phenomenon, and that today we all know as high-profile inmates. But this should not make us forget that security issues must be taken to the extreme in all penitentiary establishments, because the criminological profile of the prisoner is very different from that which inhabited our prisons 20 or 30 years ago. Then, the prison stops being an artifact that prevents people from leaving and, many times, it also has to repel an external attack.”
For his part, Enrico highlighted: "For the government of Maximiliano Pullaro, public works is one of the pillars of the State and politics, with which little by little we are going to reactivate the main demands that we have and the prison infrastructure is fundamental ”. Likewise, the Minister of Public Works explained that the price of this work "was very outdated", since "it is a complicated time for public works" and stressed the importance of many companies having presented themselves, because the management aspires to , in all public works tenders, there is “concurrence, clarity and transparency.”
The work
The work, which is added to the four new pavilions already tendered, has a budget of around $790 million at official values ??for the month of September 2023, which updated would be 1,800 million pesos, and an execution period of 180 days. It is worth remembering that, currently, the Rosario Penitentiary Complex has three prisons: one for men, one for women and a temporary warden, while the new prison, called Sub Unit 4, will be intended to house men.
The project includes the construction of a new control building for visits and the perimeter fence of the Rosario Penitentiary Complex, located on 27 de Febrero and Calle 1706, where detention and warden units operate.
