The Ministers of Economy, Production and Industry, Guillermo Koenig, and of Infrastructure, Rubén Etcheverry, presented in the Legislature the arguments of the debt bill for the execution of public works, which will prioritize executions in Health, Education, Roads and Safety.
The project requests authorization to carry out public credit operations as part of the Financial Administration and Control Law 2141, for an amount of 500 million dollars or its equivalent in pesos. Of that amount, it is planned to use 350 million dollars for the total or partial financing of public works and 150 million dollars for the amortization of public debt whose maturity begins on April 1, 2024; Its use being prohibited to cover current expenses.
In this regard, Koenig stated that "the province has an infrastructure deficit that must be covered and for that, funds are needed and the works that are necessary for the people of Neuquén are completed, which is why a strategic program for the reactivation of works is being developed."
Meanwhile, Minister Etcheverry explained that “it is estimated that there are about 400 paralyzed works in the province that total 200 million dollars, about 130 have been prioritized that will require an investment of 50 million dollars” and added that “first of all "There are educational establishments, hospitals, health centers, police stations and what has to do with the prison emergency."
The territorial balance development plan requires “contributing to provincial growth with strategic infrastructure that contributes to economic development in key areas of the interior,” as specified in the project presented in the Legislature.
In this context, it refers to “works that contribute to the strengthening of road connectivity that includes both the reconstruction and maintenance of existing roads and the construction of new roads and routes.”
It also includes “constructions that allow the development of new urban areas with adequate infrastructure and equipment, thus contributing to avoiding migration to areas that are already densely populated, promoting roots in the place of origin.”
In addition, it contemplates “the improvement in the supply of water, sanitation and sewage service in localities with a deficit in these matters” and “works to reconvert the domestic gas service that resolve the problem of supplying gas or alternative fuels with greatest environmental impact that they are being used today, in towns in the interior of Neuquén”, among other arguments.23 |
