Effective April 1, 2024, the Ministry of Road Transport and Highways has rolled out comprehensive Standard Operating Procedures (SOPs) for recording and digitizing the sanction process for all road projects.
The initiative aims to establish a paperless, informative, transparent, and accountable sanction process, mandatory for works executed through the National Highways Authority of India (NHAI), as per a notification released by the ministry.
Under the new guidelines, NHAI and other stakeholders involved in road and highway construction, including state governments, the Border Road Organisation, the National Highways and Infrastructure Development Corporation, and all Project Implementation Units (PIUs) under the road ministry, will be required to sanction projects based on the SOPs.
Additionally, the ministry plans to onboard the respective chief engineers of national highways from state governments onto the ministrys e-office portal to adhere to the proposed SOPs. The concerned project zone will ensure the Chief Engineer (National Highways) of the State Government is successfully onboarded on the e-office platform.
Furthermore, the ministry has tasked all project zone sections of road projects at its headquarters to create an e-file for all national highways works requiring the sanction of the Ministry of Road Transport and Highways (MoRTH). These sections will also maintain electronic registers containing crucial details for authentic record-keeping.
Upon submission of proposals electronically through the e-office by the concerned chief engineers of state governments or PIUs, the project zone will assign a unique project code after due scrutiny. Subsequently, the project zone will seek concurrence and approval from the competent authority, generate the Unique Project Code, and update it on the ministrys dashboard. Additionally, a draft sanction letter will be automatically created within the system.
According to the notification, the planning zone, monitoring zone, and top officers in the ministry will have master access to the PMIS/Datalake/SAP through standard dashboards to access sanction details of the entire country in real-time. |
