The Madhya Pradesh Electricity Regulatory Commission (MPERC) has introduced new regulations regarding grid interactive renewable energy systems and related matters in 2024. These regulations are designed to govern various arrangements such as net metering, group net metering, gross metering, and virtual net metering for renewable energy generating systems connected to the grid in Madhya Pradesh.
Under these regulations, eligible consumers who wish to install renewable energy generating systems connected to the distribution licensee’s network will be permitted to do so on a non-discriminatory basis. The distribution licensee will allocate connectivity on a first-come, first-served basis, subject to the capacity available on distribution transformers.
Consumers across all categories are allowed to install renewable energy generating systems under net metering arrangements up to a capacity of 500 kW. The distribution licensee is responsible for updating the capacity available at the distribution transformer level for connecting renewable energy systems on an annual basis.
The regulations mandate that the interconnection of renewable energy generating systems with the distribution network must adhere to specified standards and norms. Prosumers or Renewable Energy Service Company (RESCO) who install these systems are responsible for meeting connectivity requirements, as well as for the safe operation, maintenance, and rectification of any defects in their systems up to the metering arrangement.
Additionally, the distribution licensee is required to undertake meter readings for renewable energy generation meters/net-meters and consumer meters according to regular billing periods. Failure to meet the prescribed timelines under these regulations may result in compensation being paid to consumers by the distribution licensee.
Furthermore, the MPERC reserves the right to issue practices, directions, or orders for the implementation of these regulations. The commission also has the authority to relax any provisions of the regulations or alter, vary, suspend, modify, amend, or repeal them as deemed necessary.
Importantly, these regulations do not limit the commission’s inherent power to make necessary orders to ensure justice or prevent abuse of its process. Moreover, the commission may adopt procedures that deviate from these regulations if special circumstances warrant it, provided reasons are recorded in writing. The MPERC’s new regulations aim to facilitate the integration of renewable energy into the grid while ensuring fair and transparent practices among consumers and distribution licensees in Madhya Pradesh. |
