Haryana Renewable Energy Development Agency (HAREDA) is seeking proposals from potential vendors for an annual rate contract to establish approximately 8.4 MW of grid-connected rooftop solar projects across various locations in the state, featuring net metering facilities.
The projects, estimated to cost around ?31.95 crore, are devoid of battery banks. The deadline for bid submissions is March 11, 2024, with bid openings scheduled for the same day.
The scope of work encompasses the design, supply, erection, testing, and commissioning of the projects, along with comprehensive operation and maintenance for a duration of seven years. This includes the provision of solar generation and bi-directional meters.
The tender outlines the installation of 150 rooftop solar systems ranging from 1 kW to 10 kW capacity, 110 systems with 11 kW to 50 kW capacity, 10 systems with 51 kW to 100 kW capacity, and 20 systems with 101 kW to 500 kW capacity. Bidders may bid for the entire capacity, as partial capacity bids for a single group will not be accepted.
Projects with capacities ranging from 1 kW to 100 kW must be operational within three months of receiving the work order, while those with capacities from 101 kW to 500 kW must be operational within four months.
Bidders need to pay a tender fee of ?5,000, an e-service charge of ?1,000, and an earnest money deposit of ?200,000.
However, Haryana-based manufacturing Micro and Small Enterprises, Khadi Village Industries Units, Startups, and First-Generation Entrepreneurs are free from these levies.
Eligible bidders must be manufacturers of solar cells/modules or system integrators. Only domestically manufactured solar modules with domestically manufactured solar cells are permissible. Specifications mandate the use of crystalline silicon solar cells meeting Bureau of Indian Standards (BIS) certification for IS 14286 and IS 61730 (Part I, Part II).
Additionally, solar inverters must be tested by MNRE-approved test centers, National Accreditation Board for Testing and Calibration Laboratories, BIS, or International Electrotechnical Commission accredited testing-calibration laboratories.
Imported inverters, microinverters, and power conditioning units must be approved by international test houses.
Bidders should have completed the supply, installation, and commissioning of grid-connected rooftop solar projects with a minimum cumulative capacity of 3.36 MW for any state or central government agency/department/organization/autonomous body or private sector, verified from April 1, 2019, onwards. They must also demonstrate a minimum average annual turnover of ?10.08 crore and a positive net worth over the last three financial years. |
