However, through actual inspection and listening to reports on the progress of a number of bidding packages that Contractor Phuong Hanh participated in implementing at the Project, Chairman of EVNNPTs Board of Directors Nguyen Tuan Tung assessed the current construction progress of the Contractor. The bid is very slow compared to the progress in the signed contract and the operating progress of EVNNPT and Vietnam Electricity Group. In particular, some foundation locations have been handed over by the Investor for 1-2 months now, but the Contractor has not yet started construction and has not arranged enough pile presses for the pile foundation locations that are currently critical roads. Construction progress, specifically location 59, location 67..., has many potential risks of slowing down the project progress.
Faced with this reality, EVNNPTs leaders requested that Contractor Phuong Hanh supplement human resources and machinery, carry out the construction in 3 shifts of 4 crews and deploy "4 on-site" to speed up construction, making up for the delayed progress. delayed, ensuring the overall progress of the 500kV Circuit 3 Line Project.
For 11 pile foundation locations that have had the site handed over earlier than the provisions of the signed contract but Contractor Phuong Hanh has not yet started construction, it is required to strictly comply with the provisions of the signed contract, urgently. organize the selection of replacement contractors according to the provisions of law that meet the capacity, experience and progress requirements of the Project.
Sharing the reasons leading to the slow progress of construction in some locations with Bidding Newspaper, representative of Contractor Phuong said: "From January 26 - February 25, 2024 , 2 communes where the project passes through (Nga An and Nga Phu communes) in Nga Son district have issued a notice banning contractors from allowing construction vehicles, machinery and equipment to circulate on all roads in the two communes, due to the service process. Carrying out construction affects the quality of the road surface". According to the Contractor, all of these problems have been reported by the Contractor to the Northern Power Project Management Board under the Investor to support consideration and resolution so that the Contractor can soon return to construction and ensure ensure project progress.
Specifically, on February 15, 2024, Contractor Phuong Hanh reported problems during the construction process of Package No. 38 and Package No. 39 of the Nam Dinh I - Thanh Hoa 500kV Power Plant Line Project.
In the report, Contractor Phuong Hanh said that the contract for the above two construction packages was signed on December 13, 2023. Immediately after signing the contract, the Contractor took steps to contact the local authorities of Nga Phu commune and Nga An commune, Nga Son district, to construct foundation locations from location 53 to location 59 of the colony. Nga Phu commune and from position 60 to position 72 in Nga An commune.
By January 25, 2024, the Contractor had completed the work of borrowing roads and land as auxiliary ground for construction of positions 54 to 59, from position 62 to position 67 (under Package No. 38) and from location 68 to location 73 (under Package No. 39) in Nga An commune.
For the slab foundation positions, the Contractor has performed foundation excavation and casting work, with the completed volume reaching 70%. For pile pressing locations (locations 56, 59, 67, 70), the Contractor has borrowed access roads and created auxiliary construction sites...
However, on January 26, 2023, the Peoples Committee of Nga Phu commune and Nga An commune announced a ban on vehicles, machines, and construction equipment of the Contractor on all traffic routes under the management of the two communes. ; At the same time, request the Contractor and the Peoples Committees of the communes to inspect the current status and set up a compensation budget for the renewal value of the current roads.
In early February 2024, the Peoples Committees of the communes conducted field surveys and determined the volume and value of compensation funds. The total budget requested by the two communes is more than 12 billion VND.
Contractor representative Phuong Hanh said that the solution is for the contractor to compensate this cost to the locality.
