In a significant move towards expanding its renewable energy footprint, NTPC Renewable Energy Limited (NTPC REL) has called for online bids for a comprehensive land and power evacuation package. This initiative is set to pave the way for the development of 2000MW ISTS (Inter-State Transmission System) connected solar photovoltaic (PV) projects in Barmer, Rajasthan. The bidding process is designed as a Single Stage Two Envelope system, comprising a Techno-Commercial Bid (Envelope-I) and a Price Bid (Envelope-II).
Scope of Work
The project encompasses a broad spectrum of activities, divided into land-related works and power evacuation-related tasks:
Land-Related Works: Prospective bidders are tasked with securing Government/Private land on a freehold or leasehold basis, ensuring necessary infrastructure like approach roads, conducting topography surveys, and preparing the land for solar project installation. The lease for the land should last at least 29 years and 11 months, with a cap on government land usage at 10% of the total required acreage.
Power Evacuation-Related Works: This includes establishing grid connectivity with the ISTS substation in Barmer and handling the design, engineering, supply, erection, testing, and commissioning of various components such as AIS Pooling Substations, 33 kV Pooling Switchgear, EHV Transmission Lines, and telemetry systems. Additionally, responsibilities cover the supply of mandatory spares and the operation & maintenance of the pooling substation, transmission lines, and terminal bays for three years post-commissioning.

NTPC REL intends to fund this ambitious project through its resources and borrowings. The detailed specifications, scope of work, and terms & conditions are outlined in the bidding documents, available for interested parties to review and download from the specified e-tender portal.
Bidding Schedule: The Invitation for Bid (IFB) was released on February 22, 2024, with the bidding documents available from February 29 to March 11, 2024. A pre-bid conference and the deadline for receiving queries from bidders is scheduled for March 12, 2024. The final date and time for the receipt of bids are March 28, 2024, at 15:00 IST, with the techno-commercial bids being opened on the same day at 15:30 IST. The cost for the bidding documents is set at INR 22,500.
