Work Detail The Military Engineer Services (MES) has released an invitation for bids regarding solar power projects totaling 1.33 MW at niwaru, bhakrota and jaipur milstation respectively under GE(s) jaipur. The deadline for submitting bids is set for March 7, 2024, and the bid opening is scheduled for March 9. The project timeline will be established using the Critical Path Method (CPM). Bidders are mandated to possess a thorough understanding of the CPM technique and are required to employ technically adept staff capable of effectively implementing this method. The estimated project cost is ?8.56 crores, and the project is anticipated to be concluded within a span of 365 days. Prospective bidders are obliged to submit ?3,000 for the tender document. Contractors not registered with MES, or those registered without fulfilling the standing security bond requirement, must furnish an earnest money deposit of ?7.53 lakhs. The selected contractor is further required to furnish a performance bank guarantee equivalent to 5% of the contract amount within 28 days of receiving the letter of acceptance. Payment disbursement throughout the various project stages is delineated as follows: 1% upon completion of the initial stages, encompassing design, scheme supply, approval, and vetting; 50% subsequent to the supply, installation, fixing, and any prior payments; 75% after the testing and commissioning phase, inclusive of payments made during this period; and the final 100%, encompassing payments throughout the project, upon the expiration of the defects liability period. MES-enlisted contractors must conform to MES Enlistment rules and should not have any adverse remarks in workload returns or similar reports from the relevant engineering authority. Contractors not enlisted with MES must satisfy enlistment criteria related to the satisfactory completion of works with central/state government/central/state PSUs, annual turnover, bank solvency, working capital, and other requirements. Both enlisted and non-enlisted contractors are obligated to establish a Memorandum of Understanding with solar power firms rated as 1A/1B/1C/2A/2B/2C by Credit Rating Information Services of India Limited (CRISIL), Credit Analysis and Research Limited (CARE), Fitch Ratings (FITCH), Investment Information and Credit Rating Agency of India Limited (ICRA), Small and Medium Enterprises Rating Agency of India (SMERA), or Brick Work Ratings India.
