The Ministry of Water Resources of Libya invites eligible consulting firms to indicate their interest in providing assistance services for the water sector assessment (including recommendations), Environmental and Social System Assessment, elaboration of training, and information and preparation of the Water Strategy Forum.

The Strengthening the Regulatory, Legislative and Strategic Water Framework Project aims to assess and improve the regulatory, legal, institutional, and strategic water sector framework that will strengthen the control and sustainable management of diminishing water resources, particularly scarce groundwater resources.
This will set the basis for a long-term water strategy 2025-2050 that will:
• minimise the deficit in the water budget
• raise the level of institutional performance
• respond to climate change
• manage and reduce development impacts on the environment
• maintain and improve biodiversity and the ecosystem
• manage and reduce water losses
• resolve long-term water allocation issues and ultimately
• contribute to sustainable economic growth
Assignment objectives
The Project requires the assistance of a "Specialised Consultancy Firm" to carry out some assessment and analysis as described in these terms of reference. The mission of this Technical Assistance (TA) consists of:
• Assessment of the current strategic framework and revision of the water strategy, legal and regularity and institutional framework of the MOWR.
• The preparation of the related studies for the improvement of the regulatory, legal, institutional, and strategic water sector framework; and
• The preparation of the countrys Environmental and Social System Assessment (ESSA) report and the E&S section of the new water policy in order to ensure that the project will manage environmental risks and impacts in accordance with the requirements of national legislation and the requirements of the Integrated Safeguard System (ISS) of the African Development Bank (hereafter, the Bank or AfDB). |
