Assam Power Distribution Company Limited (APDCL) has recently issued a tender inviting qualified and experienced firms for the implementation of both On-Grid and Off-Grid Solar Power Plants at various PM-SHRI Schools under the Samagra Shiksha initiative. This significant initiative aims to harness solar energy to power educational institutions, contributing to sustainable and clean energy practices. The Request for Selection (RfS) encompasses three packages, each targeting an aggregate capacity of 217 kWp for On-Grid and Off-Grid Solar Power Plants in the CAPEX Model. These packages include plant capacities ranging from 1 kW to 5 kW. It is important to note that bidders are restricted to submitting bids for only one package. Any submission of bids for multiple packages by a bidder will result in the cancellation of all submitted bids. The last day to submit the bids is January 31, 2024. Bids will be opened the next day. Successful bidders are required to furnish a Performance Security, also known as a Contract Performance Guarantee (CPG), as a commitment to the terms of the awarded contract. This security amount is set at 10% of the contract value determined by APDCL. The bid security for each package is set at Rs.2 lakhs. This amount is specified individually for Package-I, Package-II, and Package-III. The eligibility criteria for bidders in the specified regions are based on the Minimum Aggregate Annual Turnover (MAAT) from the last three audited fiscal years. For Package-I, designated for the Lower Assam Region, the minimum required MAAT is Rs. 21.25 lakhs. In Package-II, which pertains to the Central Assam Region, bidders must demonstrate a minimum MAAT of Rs. 29.09 lakhs. Similarly, for Package-III, targeting the Upper Assam Region, the minimum required MAAT is Rs. 16.15 lakhs. These financial benchmarks ensure that bidders possess a certain level of financial stability and capability to participate effectively in the respective packages within their designated regions. The successful bidder must submit this amount in the form of a Bank Guarantee made payable to the “Chief General Manager (NRE), APDCL” and should be payable at Guwahati. This Performance Security serves as a financial assurance to APDCL, ensuring the bidder’s commitment to fulfilling the contractual obligations and performance standards outlined in the agreement. |
