Work Detail Municipal commissioner Ajoy Mehta has asked his officers to start planning for implementation of Draft Development Plan for 2014-2034 in next budgetary year. The Brihanmumbai Municipal Corporation (BMC) will keep Development Plan in the centre of the Budget 2017-18 and will make provision of Rs4,554 crore for implementation of various civic amenities in the annual plan.

Ramnath Jha, officer appointed by the state government for the correction in error-filled Draft Development Plan, made a presentation on Saturday to all 24 assistant commissioners, deputy municipal commissioners and head of departments. The officials were asked to keep in mind the primary priorities in their wards, necessities and development works. For this, officials have been asked to identify the municipal lands, their status and the utility factor of the plot.

"All DMCs and assistant commissioners have been asked to check out what is lacking in their respective wards as per the draft DP requirement. They have been asked to study their ward and requirements keeping the Draft DP in mind. This will give much clarity to them (assistant commissioners) while chalking out the individual strategy for each ward. They can start putting the plan on drawing board and get started with planning for the implementation of the projects," said Mehta, adding that though the Draft DP is yet to be approved, the civic body hopes that it will happen before the next civic budget.

"There is no harm in keeping ourselves ready with the plans if not start implementing. Budgetary allocations and planning starts in October every year and all the assistant commissioners are expected to do their ground work and then come up with the plans keeping in mind the reservations of amenities in the draft DP," said Mehta.

The Draft DP will be implemented in four different five-year plans and will have five annual plans. The implementation of this in 20 years will cost the BMC Rs14,15,320 crore, which will include acquisition of all reserved lands, road construction, road widening, building construction, creating civic amenity like cemetery, welfare centres, among others and maintenance of public open spaces.

For this each ward will have DP implementation Cell which will have assistant commissioner as administrative team leader, ward executive engineer will be acting as technical team leader and an urban planner will be included in the team.

"First plan will be rolled out in 2017–18 and budgetary allocation will be made for the same. However, each five year plan will not exceed more than Rs5,000 crore," said a senior civic official.
