Work Detail Only Redington Beach and Redington Shores are not taking advantage of increases in property values next year.

Most residents of the smaller beach communities from South Pasadena to Belleair Shore will generally pay more in property taxes to their municipalities, even if the tax rate remains the same. For example, even though South Pasadena's proposed rate would remain unchanged, most tax bills would be higher because property values in the city increased nearly 10 percent.

Most of the beach communities will begin major beautification projects along Gulf Boulevard next year, paid for by Penny for Pinellas sales tax revenues collected by Pinellas County.

All communities are giving their employees a pay hike, ranging from 1 to 3 percent. Here is a breakdown of their proposed budgets:

BELLEAIR BEACH

Public hearings: 5:05 p.m., Sept. 7 and Sept. 19 at City Hall, 444 Causeway Blvd.

Proposed property tax rate: Unchanged at $2.04 per $1,000 in assessed, taxable property value. The owner of a home valued at $150,000 with $50,000 in exemptions would pay $204 in city taxes.

Proposed budget: $3.74 million, including $2.5 million in general fund operational spending.

Budget highlights: Salary increases ranging from 3 percent for general employees and 4 percent for department heads, planning for construction of new public works facility, roadway improvements and parking spaces at Morgan Park required for future beach renourishment funding.

BELLEAIR SHORE

Public hearings: 6 p.m., Sept. 15 and Sept. 22 at Belleair Bluffs City Hall, 2747 Sunset Blvd.

Proposed property tax rate: Unchanged at 73 cents per $1,000 in assessed, taxable property value. The owner of a home valued at $150,000 with $50,000 in exemptions would pay $73 in city taxes.

Proposed budget: $88,910

Budget highlights: No capital projects planned for this city of about 50 homes.

INDIAN ROCKS BEACH

Public hearings: 7 p.m., Sept. 8 and Sept. 22 at City Hall, 1507 Bay Palm Blvd.

Proposed property tax rate: Down to $1.93 per $1,000 in assessed, taxable property value, from the current rate of $2. The owner of a home valued at $150,000 with $50,000 in exemptions would pay $193 in city taxes.

Proposed budget: $11.7 million, including $3.3 million in general fund operational spending, an 8 percent reduction from the current year.

Budget highlights: A 3 percent raise for city employees. A $1.35 million transfer to the capital projects fund would pay for $600,000 in roadway and $500,000 stormwater improvements; City Hall interior improvements and upgrades; relocation of the city's solid waste operations to the mainland; construction of a community center at Keegan Clair Park.

INDIAN SHORES

Public hearings: 5:01 p.m., Sept. 6 and Sept. 21 at Town Hall, 19305 Gulf Blvd.

Proposed property tax rate: Unchanged at $1.87 per $1,000 in assessed, taxable property value. The owner of a home valued at $150,000 with $50,000 in exemptions would pay $187 in town taxes.

Proposed budget: $5.5 million including $3 million in general fund operational spending and $2.4 million for capital projects.

Budget highlights: A 1.5 percent cost-of-living adjustment and up to a 3 percent merit salary increase for town employees; Gulf Boulevard beautification; and a new park monument at Tiki Gardens.

NORTH REDINGTON BEACH

Public hearings: 5:45 p.m., Sept. 8 and 5:05 p.m., Sept. 12 at Town Hall, 190 173rd Ave. E

Proposed property tax rate: Unchanged at about 75 cents per $1,000 in assessed, taxable property value. The owner of a home valued at $150,000 with $50,000 in exemptions would pay $75 in town taxes.

Proposed budget: $2.7 million, including $863,395 in general fund operational spending.

Budget highlights: A 2 to 3 percent salary increase for town employees; $480,000 to repave residential streets; and $480,000 for Gulf Boulevard beautification including removing east-west wires, installing power to medians for palm tree lighting and new signage.

REDINGTON BEACH

Public hearings: 7 p.m., Sept. 6 and 6 p.m., Sept. 20 at Town Hall, 105 164th Ave.

Proposed property tax rate: Decreased to about $1.81 per $1,000 in assessed, taxable property value, down from the current rate of $1.94. The owner of a home valued at $150,000 with $50,000 in exemptions would pay $181 in town taxes.

Proposed budget: $3.44 million, including $2.86 million in general fund operational spending.

Budget highlights: A 1 percent salary increase for town employees; Gulf Boulevard beautification, including burying east-west utility wires underground and new street lighting; and a $2 million FEMA grant for eight residents to elevate their previously storm-damaged homes.

REDINGTON SHORES

Public hearings: 5:15 p.m., Sept. 12, and Sept. 19 at Town Hall, 17425 Gulf Blvd.

Proposed property tax rate: Down to $1.80 per $1,000 in assessed, taxable property value, from the current rate of $2. The owner of a home valued at $150,000 with $50,000 in exemptions would pay $180 in town taxes.

Proposed budget: $4 million, including $2.3 million in general fund operational spending.

Budget highlights: A 1 percent cost-of-living adjustment and up to a 3 percent merit salary increase; Gulf Boulevard beautification; and sewer system repairs.

SOUTH PASADENA

Public hearings: 7 p.m., Sept. 12 and Sept. 19 at City Hall, 7047 Sunset Drive S

Proposed property tax rate: Unchanged at $3.25 per $1,000 in assessed, taxable property value. The owner of a home valued at $150,000 with $50,000 in exemptions would pay $325 in city taxes.

Proposed budget: $8.69 million, including $5 million in general fund operational spending.

Budget highlights: A 2 percent salary increase for all employees except firefighters who are negotiating a new contract; $400,000 for Pasadena Isle bridge repairs; $400,000 for alley repaving and drainage; and $900,000 for possible purchase of a new City Hall site.
