"There are no prices": a suppliers complaint in a Ministry of Security tender

Next Monday, September 11, the opening of envelopes for a key tender from the Ministry of Security is scheduled: to place a video surveillance system in some 200 Mendoza Police patrol cars. However, bidders requested an extension because they assure that there are still no defined prices for inputs as a result of last months devaluation.

"This request is motivated by publicly known situations. We are affected by the delay in obtaining prices for inputs that are essential for carrying out the technical offer and subsequent quote. "Such a situation generates uncertainty regarding reference prices," the company Sonda Argentina told the Ministry of Security.
And he added that the current panorama of uncertainty "could generate significant deviations in cost estimates and consequently prices could be distorted (...) Which is why we understand that it is prudent to wait for the markets to return to a path of stability in where the entire marketing chain returns to its normal course.
At this point, they requested an extension of the opening of bidding envelopes of 15 days: to be at the end of September and not next Monday.
However, the response was negative from the Ministry of Security. Leandro Biskupovich, IT director, said: "This instance suggests not granting the requested extension. "Although we understand what the company is saying, the inconveniences are due to the national economic situation, therefore in 15 days the situation may continue."
"In addition, this Ministry needs to have the technology that is the subject of this tender as quickly as possible," Biskupovich concluded.
The official budget planned to provide 200 patrol cars with a video surveillance system is $408,960,000. This was calculated at the time of launching the tender, on August 16, two days after the 22% devaluation applied by the Central Bank. |
