Work Detail | Six months before civic polls, CM's decision to get 'outsider' as BMC watchdog prevails. In what is being seen as an attempt to tighten its grip over the Shiv Sena-ruled BMC, the BJP-led state government on Saturday appointed SK Bansode as the Municipal Chief Auditor (MCA). The BMC has been rocked with a Rs 150-crore desilting scam and a Rs-352 crore roads scam, and seen in that context the appointment of Bansode, on Tuesday evening, is considered strategic. The appointment was first announced in June but was challenged by civic employees and unions in the high court. The HC cleared Bansode's appointment. This is the first time that the state government has made a direct appointment to the key post which went to BMC employees so far. The timing of Bansode's appointment, just six months ahead of the BMC elections and amid rising tension between the BJP and the Sena, has political connotations. Senior Sena corporators said that this was a clear attempt by the BJP to take control of civic affairs and destroy the autonomy of the BMC. Bansode was posted as Joint Director in the state finance department before being named as the new MCA. While the BMC had earlier decided to do away with the entire audit department, it hasn't gone ahead with it. "We are happy that the entire audit department has not been scrapped. Looking at the scale of the BMC's budget, it was imperative that a competent MCA be appointed. At least 25% of all civic works must be audited instead of the current 2%. The MCA must put an end to brutal corruption in BMC. This is big victory for us. ," said Sandeep Deshpande, MNS group leader in the BMC. Deshpande had last year written to Chief Minister Devendra Fadnavis demanding that he appoint an MCA. Section 78 A(1) of the Maharashtra Municipal Corporations and Municipal Councils (Amendment) Act, 2011, was modified to warrant the appointment to the post of MCA, a 'suitable' candidate on deputation from the state government's Maharashtra Finance and Accounts Services. |
