After the tender for the “new” arrangement of 18 kilometers of Ruta 40 Norte, in Jáchal; Yesterday the envelopes with the economic offers of the two companies interested in the work were opened. One of the proposals was in line with the updated official budget of 6 billion pesos, while the rest was 1,346 million pesos higher. Now will come the technical and economic analysis for the award, plus the administrative deadlines, although the head of the local delegation of National Highway, Jorge Deiana, estimated that the tasks may be starting in September. Among the works to be carried out are the elimination of some 20 speed bumps and the construction of sewers to avoid cuts due to rains and floods.
The work is important because it aims to improve circulation from Greater San Juan to Jáchal and vice versa, which has a traffic of about 720 vehicles per day. The entire area is affected by the rains and floods, to the point that there have been interruptions for hours on the route, in addition to the fact that the road has been deteriorating. For this reason, Deiana stressed that a "new" work will be carried out, with works that also include embankments, paving, raising the road, expanding the width of the road to 7.3 meters and making gravel shoulders of greater dimensions. The execution is scheduled to take 24 months and, at its peak, the work of between 250 and 300 people is expected, the official said.
The tasks will be carried out in the so-called Section III of the section from Talacasto to San Roque, specifically, from kilometer 3,562 to 3,580, in Adán Quiroga, Jáchal. The budget had been set at 3,406,699,941 pesos as of December 2022, but, due to the update due to the inflationary gap, they will be readjusted by almost 6,000 million pesos, indicated the local head of National Highway. Within this framework, the Semisa company submitted an offer for 5,976,325,656 pesos, while Construcciones Ivica and Antonio Dumandzic competed with 7,346,863,240 pesos.
Deiana explained that, now, "we must analyze the offers" and that, "in a month, it would be in a position to award", that is, define the winning construction company. Then, the adjudication is notified among the participants so that they can decide if there are any observations or challenges, which entails a legal term. After these stages, the contract is signed. The official indicated that "September could be a start date for the work." Projects with such a budget are under scrutiny due to the economic crisis due to escalating inflation, although the head of District 9 of the National Highway Service stressed that “resources are guaranteed, insured by budget. They are national treasury funds.
Deiana explained that the so-called Talacasto-San Roque section is made up of four sections and highlighted that number III is the most affected by rains and floods. In this context, he said that "we have in the portfolio I and II in the execution of the project." Within section II, the official indicated that “we have intervened in part. We started and finished a new 4 kilometers. On July 28, we tendered 2.9 kilometers in the area known as “La Difuntita”. Thus, he had expressed that there are about 15 kilometers of that sector and about 20 kilometers of section I. |
