The Pampetrol Sapem board of directors announced that on July 31, the call for tenders for Medanito Sur, an area of ??hydrocarbon exploitation that has already had three failed attempts to award said strategic area located in the south of the province, will be defined in an Extraordinary Assembly. The call to the Assembly was made official yesterday at the meeting of the Board of Directors of the pampas energy company where the financial statements for the year 2022 were also processed, to then make the corresponding call to the respective Ordinary Assembly, as established by the regulations applicable to the matter. The Board of Directors meeting this Tuesday was headed by María de los Angeles Roveda, president of Pampetrol; and was attended by Julio Bargero and Luis Campo representing the Executive Power; Natalia Hollmann, representative of the municipalities and Development Commissions; Hugo Pérez, titular director of the company for the first parliamentary minority, and Carlos Santarossa as representative of the Pampean Federation of Cooperatives (Fepamco). The members of the Supervisory Commission Juan Carlos García, Simón Barreto and Martín Matzkin were also present. The award of this tender has a long background. In the first place, it is a procedure that was carried out three times because the first two were declared void because the offers did not comply with the specifications. At the time, in January of this year, two offers were presented: one from RefiPampa SA and another from Alianza Petrolera Argentina SA. The winning bid was that of RefiPampa, which came first in the order of merit. Within this framework, in mid-November a note was sent to the company to formally communicate and thereby legally notify that the Extraordinary Assembly of this company held on November 14 has decided to award its offer for Medanito Sur. In turn, it is reported that in the Extraordinary Assembly the Pre-Awarding Commission suggested the awarding and subsequent contracting relevant to the individual offer, in accordance with the order of merit assigned and with the considerations made by said Commission in its Opinion. Dollars. However, the days passed and a new problem arose. In this case, Refipampa moved to avoid paying the monetary stipulation that corresponds to the provincial State in dollars, and instead proposed to do it in pesos, taking the official dollar as the exchange rate, the selling value of the Banco de la Nación Argentina. The amount established in the document amounted to 2,500,000 dollars. From the Ministry of Treasury and Finance of the province, before a consultation made by Pampetrol, they maintained that the specifications are clear and that the payment must be made in US currency. In this case, Refipampa should go to the Electronic Payment Market (MEP) to obtain the dollars to comply with the obligation established in the specifications that it purchased at the time of participating in the tender that it later won. Refipampa was awarded the exploitation of the deposit located in the area of ??25 de Mayo on November 16. The signing of the contract was to take place on December 6. However, the disagreement on this key point led the Pampetrol Board of Directors to postpone the signing and is also the reason why it would have been decided directly to declare the tender void at that time. |
