Work Detail | Colerain Township officials are looking forward to the end of a busy summer of road construction and are making plans to keep the momentum gained this year as they move toward the 2017 season. Colerain Township spent about $2.14 million to repair township streets this summer, funneling money from the Rumpke settlement and $1 million in reserve funds into street repairs. The township does not have a dedicated source of income for roads, and voters rejected a request for a 2-mill levy for roads, parks and operation of the Colerain Township Senior and Community Center in March. Public Works Director Steve Reutelshofer says Barrett Paving Materials Inc. won the project to resurface about six lane miles of township roadway, and remove and replace 5.3 miles of curb. The project will also include the reconstruction of 99 catch basins. The work also includes the grinding of the existing pavement, pavement repairs, resurfacing of the pavement, utility adjustments, removal and replacement of curb, new curb ramps and catch basin reconstruction. The road repairs started in June. At the Aug. 9 trustee meeting, Reutelshofer said the project was about a quarter of the way completed. Reutelshofer says the summer road projects should be complete in September. As the summer projects wind to a close, officials are looking ahead. The township approved a contract to use a pavement preservation product and treat about 1.4 miles of additional road in the township this fall, using money from the license plate tax. The cost will be $123,181. Colerain Township Fiscal Officer Heather Harlow reminded residents to make sure they designate “Colerain Township” as their community of residence on the form when they renew their vehicle license plates, since that money comes back to the township and makes additional road projects possible. Strawser Construction Inc. will repair cracks with a poly-fill emulsion and limestone and finish the rehabilitation with a light Cape seal and a black mat microsurface. Streets on the contract include Long Lake Court, Deer Lake Court, Spring Water Court, Spring Lake Court, Deer Valley Court and Lake Valley Drive from Desert Gold Drive to the pavement change at Sunbright Drive The product is better than the chip and seal used by some rural townships, Reutelshofer says, and it’s used by Springfield and Sycamore townships and the city of Montgomery, as well as the city of Cincinnati. “It’s a cost-effective alternative to the conventional process,” Reutelshofer said. “Currently we are on a 14-year cycle without factoring in curb repair. Add in curbs and catch basins and it’s more like a 20-to-25-year cycle. We need to look at alternative products. This pavement preservation product seals the pavement and lasts five to seven years.” The township was able to use a state contract, making the repairs more affordable, the public works director said. In addition to extending the summer road work, Reutelshofer says his office is busy preparing the township’s application for the next round of funding from the Ohio Public Works Commission. The OPWC provides financing for local public infrastructure improvements through both the State Capital Improvement Program and the Local Transportation Improvement Program. SCIP is a grant/loan program for roads, bridges, water supply, waste water treatment, storm water collection, and solid waste disposal. LTIP is a grant program for roads and bridges only. The OPWC also has no-interest loans available for local governments. Reutelshofer said there is about $9.1 million available to local governments in Colerain’s district for this round of SCIP grants. Local communities submit projects in September, the district committees select projects to submit to the state by January, and the communities receive tentative approval in March through June. Most of the SCIP projects require matching funds and the higher the match, the more likely the project will be approved. |
