Governor Omar Perotti led this Thursday the opening of the bidding envelopes to execute the works of the new defense and coastal avenue of San Javier. The mega work, which has been running for 18 months, seeks to mitigate the effects of flooding and stabilize the ravines in the eastern part of the city, benefiting 18,000 inhabitants.
It should be noted that the province of Santa Fe signed a mutual agreement of financial assistance and adhesion with the Federal Trust Fund for Regional Infrastructure (FFFIR). The total execution of the project, whose indebtedness was authorized by the provincial legislature by law 14,078, will be financed by the Federal Trust Fund for Regional Infrastructure with resources from the Andean Development Cooperation (CAF).
"Everything changes with investments," Perotti said during the event, adding that said investment "is a decision that the entire province looks at because, by developing this region, we are not only going to take root, but also will look for destinations in other places to go to study and train and then they will return. They will return because there are options and job possibilities here and one of those options was to complement this tourist instance with a work that, first, had to protect San Javier and take care of the city that was losing ground with the advance of the river, "said the governor .
Then, the provincial president highlighted "joint work on all sides: working with mayors, community presidents, with those elected by the people, with senators, intermediate entities, because there is no way to grow if everyone does not feel part of and responsible for those tasks. Perotti went on to say that “the decision has been made and we have started many works that we are not going to inaugurate, but as we always say: a family is not going to open a tap in the coming months without the aqueduct works that we are doing; a family is not going to open a stove to start cooking and have gas, if we are not doing the works of the main gas pipelines today”.
Then, Governor Perotti remarked that "delaying that is what today leaves us far behind in services that our people have and delaying works like this, is to continue taking risks by not protecting the city, without putting into motion all the potential and the accompaniment tourism development, which is work, which means more job options for our people” he added.
Finally, the Santa Fe president pointed out that “leaving San Javier without protection is something that a city that will be 280 years old does not deserve, and the province cannot look the other way in a region with this potential for development. We deeply believe in this area, we deeply believe in each one of you, because we are convinced that this investment, that these resources, you are going to pay back in spades, with roots, with good treatment for those who visit us and with a lot of work”.
POLITICAL DECISION
For her part, the Minister of Infrastructure, Public Services and Habitat, Silvina Frana, said that "when things happen they have to do with strong political decisions and in this case of Governor Omar Perotti, and the accompaniment of the national government, with the possibility of access to this financing" and highlighted "the agreements in the Legislature for the bill that allowed access to financing, and the agreements of different sectors to free the area for the work, when the objectives are shared surely we will make Santa great Faith".
In a virtual way, the Secretary of the Provinces of the Interior of the Nation and president of the Federal Trust Fund for Regional Infrastructure, Bruno Ruggeri, said he was aware "of the importance of this work, which they have been waiting for a long time and we are taking one more step , a new milestone, demonstrating that with work and effort we can fulfill dreams.
Meanwhile, the senator for the department of San Javier, José Baucero, pointed out that "this magnificent work that will provide an enormous future for all San Javier residents and the entire region, has a history that those of us who were mayors lived through, but also the community of San Javier that suffered the inclemencies of each flood”.
For his part, the mayor of San Javier, Mario Migno, indicated that "when this work is finished it will change the paradigm of habitability and tourism," and recalled that "the first project we presented was in 1988, with Governor Reviglio and from there there was a long road, a time of claims and finally by mid-2007 the province was able to include the fund and the project was finished in 2009, with an alternative».
He also said that after many years the project had to be reformulated and that "Omar Perotti made the political decision to go in depth with this in order to take all the steps that have brought us here today."
The act was also part of the Secretary of Project Coordination of the Ministry of Economy, Claudio Vissio; among other provincial and local authorities.
PROTECTION WORK
The protection against flooding due to flooding of the Paraná river, for the consolidated urban plan of the city of San Javier, is considered as a closed ring, that is, a "Polder" type system. This ring starts from a pre-existing section constituted by Provincial Route No. 1 on the West edge, having to build the South, East and North edges.
The southern edge is planned as the alteo along 400 m of an existing public road that joins Provincial Route No. 1 with the coast, it is a dirt road in an East-West direction.
The northern edge is also considered as the alternation of an existing public road (extension of Provincial Route Nº39). This section (1400 m) connects Route Nº1 with the river.
The eastern border, coinciding with the coastal border, is 3,360 m long (between the two roads that join the coast with RP N°1). To the north of the extension of Route 39, the profiling and protection of the ravine continues for a length of approximately 300 m.
The rest of the eastern edge, of greater complexities, was divided into 4 sections according to the physical, environmental, social and urban characteristics:
Section 1: content backfilled embankment
Section 2: content backfilled embankment
Section 3: ravine and embankment profiling with cohesive soil, includes sheet piling.
Section 4: profiling of ravines and embankment with cohesive soil.
The work will culminate with an architectural component: an urban waterfront with equipment and road links to the citys street network.
The project also includes the construction of 5 pumping stations along the route of the defense works.
In order to reverse situations of precarious housing and environmental risk, the partial relocation of irregular settlements in Bº El Triángulo and the partial relocation of precarious homes on the high coast (North) are proposed.
