The Provincial Directorate of Roads tendered this week repair works and route improvements in 10 districts of the region for a global amount of more than 5,400 million pesos. The tenders that involved districts in the area were two and had three and four offers, respectively. This is an encouraging figure, taking into account that not a few processes have been declared void in recent months due to a lack of interested parties. However, what sows some doubts about the future awarding of the works is that the companies proposals exceeded between 44% and 105% of the official budget. The first of the tenders -20/2023- contemplates improvements and repairs to the provincial routes of the districts of Bahía Blanca, Coronel Dorrego, Coronel Pringles, Coronel Rosales, Coronel Suárez, Monte Hermoso, Puan, Saavedra and Tornquist. Three signatures were presented: 1) Tecnipisos SA, with an offer of 4,029,876,555.41 pesos (44.4% above the official budget, which was just over 2,791 million pesos). 2) Fontana Nicastro SAC, with 4,328,211,956.64 pesos (+55.1%). 3) Luciano SA, with 4,605,902,603.80 pesos (+65%). In the case of the other tender – 21/2023, which will benefit, among others, the districts of General La Madrid and Laprida-, there were four interested firms: 1) CyE Construcciones SA, with an offer of 4,056,365,602.93 (48% above the official budget, which in this case was almost 2,741 million pesos). 2) Tecnipisos SA, with 4,137,558,212.19 (+51%). 3) Pelque SA, with 4,331,296,440.04 (+58%). 4) Pose SA, with 5,636,920,417.02 (+105.7%). What kind of tasks will be performed? "It aims to enhance the different corridors of the road network," said the head of Provincial Highway, Hernán Y Zurieta. Both tenders stipulate the "execution of deep and superficial patching for asphalt pavements in the primary and secondary networks" of both road zones: XI-Bahía Blanca and IX, in which General La Madrid and Laprida are located. The works will have an execution period of 270 days (9 months) counted from the date of the act of the first reconsideration of the work. Once the work is finished, a one-year conservation period will begin in which the winning firm must take charge of any damage that may arise in the works carried out. For the primary and secondary roads of the XI-Bahía Blanca district, the use of 15,100 tons of asphalt mix is ??expected. On these roads, according to the Highway Diagnosis, "different types of deterioration of flexible pavement are observed, such as deformations due to rutting, landslides, and cracking." "Due to the previously described - it was added - the execution of deep and superficial potholes is adopted as a solution to improve the routes in the area." The deep patching (for the most deteriorated sections) will consist of milling the asphalt layer, the execution of a granular stabilized base, the irrigation of the binder with asphalt residue and, finally, the execution of the patching. The superficial patching, meanwhile, will consist of a milling, followed by the placement of irrigation of league and, finally, of asphalt mix for patching. Crack sealing is also contemplated. "During the execution of the patching tasks and from the moment of the redefinition, cleaning works of the road area will be carried out simultaneously," said Vialidad. In the case of the shoulders, the reformation is foreseen through the provision of land in a width of three meters. In addition, the horizontal signage (demarcation of the pavement with hot reflective thermoplastic paint) and vertical signage (with the placement of signage) will be made. "Every time the patching tasks are completed in each of the sections indicated in the calculation detail, its horizontal and vertical demarcation must be carried out before starting with the next section to be patched," clarified Vialidad. How will the road sections to be repaired be determined? Provincial Highway Administration detailed in the bidding documents how the sections of roads to be intervened will be selected. The winning companies will have a leading role in the selection. "Prior to the start of the planned patching work, and after carrying out a survey jointly with the Works Inspection, the contractor must submit to said Inspection a work plan to be carried out," the agency determined. The work plan must be accompanied by a plan "indicating in detail the surface, thickness and georeferencing of the areas to be intervened (potholes)". Until the contractor meets this requirement, she will not be able to start the work.
