Everything happened on Wednesday, March 22 and in three hours the offers were opened, the report of the Evaluation Commission was made and it was approved by the Deliberative Council.
With a record bureaucratic resolution, the government of Jorge Paredi awarded the construction of the SUM in La Caleta to the company Landmarks SRL, which was the only company that submitted to the Bid, in three hours - with treatment in the Deliberative Council included.
Ordinance 27/23 of March 22, was approved by the vote of the councilors of the ruling party and two radical allies: Mariano and Federico Filippi, councilors who respond to the sector of the UCR of Coronel Vidal led by former mayor Alejandro "Catarro" Wow. The rest of the Together for Change block (Fabián Portillo, Nélida Cometti, Alejandra Di Fiore and Julio Ruggiero), did not support the initiative because "the file was not there."
The standard was approved without file 238/IM/2023, "where the procedures for Public Tender No. 06/23 are recorded" for the construction of the SUM of La Caleta, with an Official Budget of $53,746,503.
The councilors wrote in the Ordinance that on the same day of the session, Wednesday, March 22, 2023, the act of opening bids was held, with only one, belonging to the company "LANDMARKS SRL" who quoted $53,618,078.
In addition, the document states that "on March 22, 2023 -the same day of the opening of offers and the session of the Deliberative Council-, met" the Evaluation Commission who, after having reviewed the records in the file, considers it convenient to award this only offer because it has complied with all the specifications required in the Tender Documents and Conditions and its economic offer is convenient for the Municipality".
Before noon on that Wednesday, March 22, everything was resolved with the promulgation of the Ordinance that was approved without anyone having access to the bidding information.
