Santiago del Estero: Tender for more than $4,000 million, the construction of an environmental center for waste management Capital-Banda
The national government, through the Ministry of Environment and Sustainable Development, called for international public bidding for the contracting of the design, construction and operation of the environmental center in Capital (Pampa Múyoj), the separation plant La Banda (next to 34) and technical closure of open-air dumps in both cities.
The budget is $4,304,465,379.39, and it will be carried out with funds from the Inter-American Development Bank that finance the Integral Management Program for Urban Solid Waste (Girsu).
This project works with the concept of Capital and La Banda as a conurbano, as it happens with Amba. It was worked by both municipalities, with support from the Province and the Nation. According to the tender, there will be a company in charge of the waste management operation at the environmental center in the capital and the sorting plant.
The strong investment contemplates the incorporation of trucks with compactor trays, technology for the classification and recycling of waste, and an adequate final disposal of garbage.
This will reduce the amount of garbage that is buried since a large percentage will be recycled. At the same time, resources will be generated from the sale of metals, plastics, paper and rags that are recovered from waste. This will employ about a thousand people, and the life of the burial or final disposal center is extended to at least 20 years.
This was commented by José Pérez, coordinator of the Ecovida cooperative, which currently manages the La Banda waste plant located on the La Victoria property, next to national route 34, kilometer 739.
A modern classification and transfer plant will be set up there, where there will be a conveyor belt for classification, a bag tearer, a loader, and a scale to weigh trucks. The recycled material will be sold, and the rest will be sent to the environmental center located in Pampa Múyoj, Capital department, located west of the Capital city. For its part, waste from the capital will have its own classification plant in Pampa Múyoj, next to the environmental center.
For his part, the provincial Undersecretary for the Environment, Carlos Salmoiraghi, indicated that the Santiago environmental center will be in Pampa Múyoj, where the treatment is currently being carried out. He explained that the place was chosen due to the availability of land to build a plant and adequate treatment of urban solid waste.
He also highlighted the closure of open-air dumps. He added that the provincial Undersecretary of the Environment has been accompanying the development of this project, and that it issued the environmental certificate so that they can start the procedures towards the bidding.
