Governor Omar Perotti headed this Tuesday the act of opening envelopes with offers for the protection work against fluvial erosion of the Eastern Defense of the defensive ring of the Santa Fe-Erraplén Garello metropolitan region, located in Colastiné Norte, in the capital provincial. In his speech, the governor maintained that “we are carrying out works with the central objective of changing this province by setting a much higher floor in terms of its basic infrastructure: water, sewage, electricity, gas and internet. Today we are here with this work demanded by the neighbors, by the mayors, councilors, our senator, with the desire to protect the entire population of this region in a safer way. Then, he referred to the fact that cities developed alongside rivers "because of the possibility of growth and development" but that "this also leads to risks and the need to know how to have defenses to face these situations." In that sense, Perotti explained that “it is not only a material defense. The organization of the population is key for any defense instance, to know how to face risks and coexist in the best way, so that each of the efforts made can have their support and duration. “It is true that this work comes to settle a claim and is in a strategic place. The drinking water intake (the old intake) was very useful to us downstream of the river because it guaranteed us the possibility of continuing to supply the society of Santa Fe. Today we are with a new collection instance, with an investment that will allow the expansion of its water treatment plant, ensuring a horizon for the next 20 years. These are the central works that change the reality of a province and, obviously, of an entire city”, assured the governor. The works have an approximate updated budget of 1,800 million pesos and a work term of 12 months. OFFERS Four bids were received in the call for bids: the first corresponds to the firm Ponce Construcciones SA, which quoted the works at $1,751,683,127, and also presented an alternative offer of $1,587,973,016; the transitory union formed by Mundo Construcciones SA-Pentamar SA, offered 1,827,065,017; Ángel Boscarino Construcciones SA presented an offer of $2,101,370,114; and Cocyar SA quoted $1,991,524,438. WORK DETAILS The Garello embankment is developed on the right bank of the Colastiné River, on the external side of a bend in the river, immediately downstream of the confluence with the Ubajay stream and was executed in 1992. One of the sources of water supply of the city of Santa Fe. It is made up of sandy soil, partially protected by a 260 meter long concrete sheet piling system and a protection system of wire mats filled with stone, blankets of concrete blocks adhered to geotextile and loose rock. Currently, the existing sheet piling work is collapsed in a section of about 60 meters in length. During the years 2020 and 2021, as a first stage, an increase in the defense body was carried out to increase the safety of the work, until the works that were tendered this Tuesday were completed. The objective of the work to be carried out is to guarantee a level of protection against floods, to Colastiné Norte and the city of San José del Rincón, which make up a conglomerate of more than 10,000 inhabitants to be protected. The work can be considered divided into three modules. The first is the reconstitution of the wet slope and protection of the embankment with concrete blocks adhered to geotextile. The protection will have a length of 260 meters parallel to the course and about 50 meters towards the center of the river, reaching its thalweg. Blankets of concrete blocks will be placed on geotextile in an area of ??15,000 m². Subsequently, a 100-meter-long reinforced concrete screen wall will be built, covering the collapsed sector plus a rematch, with a depth of 20 meters. 153 concrete piles with a diameter of 80 cm and a length of 19.50 meters will be built. Finally, the third module of the work will consist of dredging the left bank of the Colastiné river, waters below the river bend, also partially intervening in the bulwark. The total volume to be dredged will be 360,000 m3. GIFTS The event was held at school No. 863 "Julio Argentino Roca" in Colastiné Norte and was also attended by the Minister of Government, Justice and Human Rights, Celia Arena; the provincial senator, Marcos Castelló; the secretary of Socio-Community Practices, Ignacio Martínez Kerz and the councilor Jorgelina Mudallel, among others.
