The Minister of Science presented the infrastructure projects for San Luis, Misiones, Corrientes, Mendoza, Córdoba, Santa Fe and Buenos Aires, within the framework of the “Build Science” program. This is an unprecedented investment of a total of $3,605 million pesos and 14,500 m2 destined to strengthen the National System of Science, Technology and Innovation.
Today, in the Casa Rosada Argentine Womens room, the announcement of the launch of the tender for seven infrastructure projects aimed at strengthening the National System of Science, Technology and Innovation, within the framework of the Federal Program "Build Science" took place. It is a total of $3,605 million pesos and 14,500 m² allocated to the provinces of San Luis, Misiones, Corrientes, Mendoza, Córdoba, Santa Fe and Buenos Aires. The act was headed by the Minister of Science, Technology and Innovation, Daniel Filmus, accompanied by the president of CONICET, Ana Franchi; the Governor of Santa Fe, Omar Perotti; the Minister of Production, Science and Technological Innovation of the Province of Buenos Aires, Augusto Costa; the secretary of Technological Scientific Articulation, Juan Pablo Paz; the undersecretary of Institutional Coordination, Pablo Nuñez; the undersecretary of Federalization of Science, Technology and Innovation, Luz Lardone; IDB authorities and officials from the S&T areas of the provinces involved in the announcement.
The seven works, which will be financed through the Inter-American Development Bank (IDB Loan No. 5293/OC-AR) through the Federal Innovation Program, belong to Institutes with double dependence between CONICET and National Universities that were selected taking into account a federal criterion for the distribution of resources and the relevance of the scientific and technological activities that are developed in them. It should be noted that it was also possible thanks to the Financing Law of the National Science, Technology and Innovation System.
During the announcement, Filmus stated: “It is a great joy to share this moment. The seven buildings are in universities and it is the virtuous articulation between CONICET and universities that supports part of the research in Argentina” and pointed out “this is possible because there is a maturity in the political leadership to take science and technology as state policy. . The Financing Law of the National System of Science, Technology and Innovation, voted unanimously, as well as the Knowledge Economy Law, and the Law for the Promotion of Bio and Nanotechnology, are historic traits”, and also mentioned that Plan 2030 will be discussed tomorrow at the National Congress. “These works were scheduled for the year 2014. When time is wasted in science, you cannot continue where you left off. Freezing costs a lot. We must put an end to pendulum policies and work to consolidate state policies in this direction; Today we are taking a step forward. We want to federalize science and make positive discrimination to give more to those who have less at the starting point. We must move forward to transform the production model and generate sovereignty, we have to fight and we are proud of our researchers. With the universities and institutes of CONICET we commit to work and what is built stays. This should fill all of us Argentines with pride” and thanked the work of Paz, Nuñez, Franchi who “made it possible for these projects to be put out to tender”; to the IDB "which allows it to be financed and fulfilled within the established deadlines";
In his speech, the governor claimed to believe "deeply in this", and asked to "make it visible beyond the importance and significance it has for the entire scientific-technological sector", which must be supported "with State policies, with investments real and concrete. Perotti said that INLAIN "is going to be able to have its building in that excellent place of development that is our Parque Tecnológico del Litoral, which is added with this investment that far exceeds $300 million in two previous instances," referring to those made at the National University of Rosario and the National University of Rafaela, “more than 1,000 million, and the signs of continuity and the message we are giving are very important. There is an investment program that is not occasional”.
Finally, Perotti stated that he felt "proud governor of a productive province, and proud governor of biotechnology and science and technology in our province, and incorporating that into our message is central to expanding this positive shock wave of the scientific-technological sector in the new production matrix of Argentina”.
The president of CONICET, Ana Franchi, highlighted the value of this type of works and the support of the National Government for Science and Technology. «An immense joy to present these works. Behind each work, each building, there is a lot of work and a lot of passion. Of our directors and directors of institutes, of CCT, researchers and researchers, fellows and fellows, technical and management personnel who push all these constructions », she said. And in this sense, she added: «These types of projects, which were often cut short, which represent a dream, and that today we can be here carrying them forward. It is very important to be able to work in suitable places, with all the qualities and conditions to carry out investigations. In addition, they are all buildings with a gender perspective in their design.”
In his turn, Costa expressed: “It is essential to have these projects and poles like the ones that are going to be developed in Tandil. This project is one of those that are being carried out in the Province, such as in Baradero, Madariaga, Berisso and Quilmes. In different places of the Province, thanks to the work carried out with Daniel, access to and development of scientific activity is being guaranteed”.
For his part, Paz pointed out “this act is an honor where we celebrate and announce the opening of seven very important tenders within the framework of the Federal Program Build Science that we coordinate together with Pablo Nuñez. It complies with the mandate that the President and the Vice President have entrusted to us, which is to strengthen the SNCTI so that it looks at the needs of our people, attend to national development, change the productive matrix, and federalize resources to end this inequity in the distribution of resources in the system. We are hopeful with this program that we assume with great responsibility as part of the challenge of putting the system that was mistreated on its feet”, he concluded.

1. Institute of Applied Physics – INFAP (San Luis)

New building with two floors of laboratories and workshops for research in biomaterials, development of micromechanical systems, among others. others.

Execution period: 18 months
INFAP objective: to carry out scientific research and develop technologies in the field of Applied Physics.
2. Misiones Institute of Materials – Institute of Subtropical Biology – IMAM IBS
CONICET – National University of Misiones
Location: Ciudad de Posadas, Misiones
Two new two-story buildings for laboratories and workshops for materials research (biopolymers, food preservation, biorefineries , among others) and subtropical biology (molecular biology, applied genetics, animal cytogenetics, ichthyology, among others).

Execution period: 14 months
IBS Objective: generate and transfer scientific knowledge in basic and applied biology, with special emphasis on studies on genetics, biodiversity and subtropical ecosystems in Argentina.
IMAM objective: to promote development in areas related to materials science and technology.
3. Institute of Botany of the Northeast – IBONE
CONICET – National University of the Northeast
Location: City of Corrientes
New two-story laboratory building for research in botany, genetics, forestry biotechnology, natural resources, among others.

Execution period: 13 months
IBONE Objective: to carry out basic and applied research in the area of ??Botany (taxonomy, anatomy, cytogenetics, genetics and improvement of forage species, plant physiology, applied biotechnology and functional genomics are his areas of research).
4.Argentine Institute for Research on Arid Zones – Argentine Institute of Nivology, Glaciology and Environmental Sciences – IADIZA IANIGLA
CONICET – National University of Cuyo – Government of Mendoza
Location: City of Mendoza.
New building with two floors and a basement for laboratories, workshops and collection deposits for research in arid zones (paleontology, cryosphere sciences, geology, dendrochronology, among others) and nivology, glaciology and environmental sciences (plant physiology, desertification, vivarium, ecology of animal behavior, among others).

IADIZA objective: generate scientific research aimed at understanding and explaining the structure and functioning of drylands.
IANIGLA objective: to advance in the knowledge of the present and past environmental dynamics of western Argentina, with emphasis on the study of the water and natural resources of the regions that comprise it.
5. Pharmaceutical Technology Research and Development Unit – UNITEFA
CONICET – National University of Córdoba
Location: City of Córdoba
New building with three laboratory floors and a pilot plant for research and technological services in nanotechnological platforms, biomedical applications, biocompatible materials, design of drugs, among others.

Area: 1,315 m²
Execution period: 12 months
UNITEFA objective: to generate knowledge aimed at developing new processes and products for the pharmaceutical industry, both in human and veterinary medicine.
6. Institute of Industrial Lactology – INLAIN

New building with two laboratory floors and a pilot plant for research oriented towards milk and dairy products from microbiology, genetics, filtration laboratories by membranes, among others.

INLAIN objective: to develop scientific and technological knowledge oriented towards milk and dairy products, mainly cheeses.
7. Tandil Veterinary Research Center – CIVETAN

Two new two-story buildings of conventional and biosafety laboratories and lactation for pharmacology and toxicology research and for animal health and preventive medicine.
