As for the construction bidding packages, according to the latest report of the Project Management Board, by the beginning of September 2022, there are 2 completed bidding packages including Kindergarten 3 and the headquarters of the Commune Peoples Committee. 3 bidding packages with over 80% completed volume include: Kindergarten 1, Kindergarten at land lot I-GD-3, Kindergarten at land lot II-NT-2. In addition, there are 6 bidding packages behind schedule, affecting the overall progress of the Cooperative Project and causing frustration for people who have moved and resettled.
In a recent report to the Provincial Peoples Committee, the Construction Investment Project Management Board of Dong Nai province highlighted the construction contractors that caused the delay in progress. Specifically, in the Bidding Package for Construction of Primary School at Lot III-GD-4, Phuoc Dat Joint Stock Company must complete by November 13, 2021. However, so far, Phuoc Dat Contractor has only completed 20% of the volume.
In the bidding package for the construction of a cultural center at land lot II-CC, 493 Construction Investment Joint Stock Company also achieved only 20% of the contract volume despite being more than 9 months past the completion time. The same situation also happened with 3 other school construction packages built by 493 Construction Investment Joint Stock Company. That is, the Bidding Package for Construction of a Lower Secondary School at Lot III-GD-5 (only 30% of the volume completed, more than 8 months past the deadline for completion); Bidding package for Construction of Primary School at land lot I-GD-1 (about 20% of the volume has just been completed, more than 7 months past the deadline for completion); Bidding package for Construction of Secondary School at Lot II-TH-2 (just completed about 18% of the volume, nearly 6 months past the deadline for completion). Of the 4 bidding packages undertaken by 493 Construction Investment Joint Stock Company, 3 packages have stopped construction since the Lunar New Year 2022 and 1 package stopped construction from March 2022 to present.
The last in the list of 6 packages behind schedule is the Market Construction Package at Lot II-TM-1, constructed by Thanh Cong Investment Joint Stock Company. The bidding package started on May 27, 2021 and is expected to be completed on December 21, 2022 with a total contract value of VND 25,186 billion. Thanh Cong contractor has only completed 20% of the construction and installation volume and is not currently executing.
Construction investment project management board of Dong Nai province assessed that, in the process of organizing the construction of cooperative projects in residential and resettlement areas of Loc An-Binh Son, contractors encountered many difficulties and problems such as: : Covid-19 epidemic, prices of materials, fuel, labor increased sharply, adverse weather conditions ... However, there is also a reason for not actively organizing construction from contractors. The Board has urged many times and created conditions for the contractor to complete the work, but the delay has not been improved.
In order to limit the impact on the progress of the Long Thanh International Airport Project, the Construction Investment Project Management Board of Dong Nai province has requested the Provincial Peoples Committee to allow the termination and liquidation of the construction contract for the contractor. construction of 6 packages behind schedule mentioned above.
Mr. Nguyen Anh Tuan, Deputy Director of the Construction Investment Project Management Board of Dong Nai Province, said that, after being approved, the Board will announce the termination of the contract, finalize the completed volume, and update the estimate. and organize bidding to select contractors to carry out the remaining volume.
In March 2022, at the meeting of the Working Group to promote the progress of key works and projects, leaders of Dong Nai province affirmed that the province will strengthen handling of incompetent construction contractors. Accordingly, the province will review and strictly handle contractors who deliberately delay the construction of the project, then make a list of incompetent contractors to not allow the implementation of other projects.
