The Province postponed the presentation of bids by construction companies in the ten tenders called for the execution of 287 homes in Cipolletti.
The Institute for Planning and Promotion of Housing (IPPV) explained -according to its resolution 798- that, "due to events of public knowledge, before the change of the Minister of Economy of the Nation", there is a "dispersion and lack of prices between manufacturers and suppliers. He alludes that the companies anticipate that this situation "makes it impossible to list the works" and the institute concludes in the extension for "operational reasons."
This is another delay in a complex process that still does not have any housing under construction in Río Negro from the quota of 1,326 units of the Casa Propia federal plan, announced in January 2021 by the Minister of Territorial Development and Habitat, Jorge Ferraresi and the governor. The tenders carried out were frustrated because the prices of the companies were well above the official values. Last year, 10 tenders were held to build 594 in Cipolletti, Roca, Viedma and Choele Choel. These processes failed because the Nation did not endorse any of the offers presented and in some tenders, directly, they did not have proposals because the companies understood that the state amounts were too low.
With some modifications agreed with the Nation, the IPPV launched new calls and the initial batch is made up of 10 tenders, with fewer homes per call and all concentrated in Cipolletti.
The reduction of housing groups is aimed at achieving greater participation of companies, considering the conditions are lower. The calls are made up of 14, 52, 36, 27, 35, 12, 18, 46, 25 and 22 units.
With the infrastructure, the total budget reaches 2,395 million pesos and a term that goes from 300 to 365 days. |
