“This story that no one knows who it is and no one takes care of it, its over. The decision was to take charge”, said the governor of the province when referring to who should do the work. More than $580 million will be invested.
Governor Omar Perotti participated this Tuesday in the opening of offers corresponding to the tender for the lighting work on the West Beltway of Santa Fe (national route No. A007), in the section between the AP-01 highway and the «Camino Mauro” from the city of Recreo, in the department of La Capital. The works of the first stage, which will be completed during the current administration, will require an investment of more than $580 million.
The governor highlighted in his speech the "strong decision" to end the difficulties. “All of us who came to Santa Fe wondered why there is no light, why it is not fixed. This story that no one knows who he is and no one takes responsibility, is over. The decision was to take charge, ”he remarked.
When facing these works, the president of Santa Fe highlighted "the work of the people of National Roads and Provincial Roads in adapting the specifications, the format, because we are bidding from Provincial Roads, with funds that the Nation will contribute to be able to solve a situation that since 2012 the capital city of the province had not been able to resolve, or had not wanted to resolve, give it whatever title you want,” he said. And he stated: "Now that situation is resolved, and it is also resolved by leaving the continuity of who is in charge of maintenance afterwards, which I think is how problems are resolved."
Likewise, the governor mentioned that "this decision to improve access is what you are already seeing in an important degree of progress that the province is making from the beginning of the Santa Fe-Rosario highway to the intersection with Route 19."
Finally, Omar Perotti valued the contribution made by the national government: "They are important funds, which we negotiate, which we discuss, and with which we bring solutions to the province and our cities," he concluded.
PUBLIC POLICY AS A LIGHTHOUSE
In her turn, the Minister of Infrastructure, Public Services and Habitat Silvina Frana, acknowledged that "this is not something isolated, because public policy for this government has been a beacon despite the difficulties we are going through, such as the pandemic, the downflow of the river, and now an economic situation that makes us pay attention to a price scenario that is distorted. However, we do not lose sight of the fact that we work for our people and duplicate efforts”.
"This is also part of a large investment that the national government makes in the province of Santa Fe - continued the minister -, and this was an agreement signed by the governors request for special attention to income to the city of Santa Fe ”.
“This is a public policy of betting on public works for the growth of the economy, for the generation of employment, which speaks of joint work between the Nation and the province, and in this case, as in many others, also with the municipality. Frana concluded.
GOVERNORS DECISION
Meanwhile, Mayor Emilio Jatón said that “without a doubt, public policies shape the city and this is public policy. Santa Fe did not have a Western Beltway and it was the decision of a governor, Jorge Obeid, and from then on there were many stages, the last one in 2012, but a lighting system was never projected. This is going to finish closing a part of history because there was a historical debt with respect to the Western Beltway”.
For his part, the head of District 7 of National Roads, Fabio Sánchez, indicated that "it is a decision of our governor to get to work on income to the city of Santa Fe, an agreement signed with Minister Katopodis, to revalue the entrance to the city and today we are capturing it with the first stage”.
THE WORKS
Meanwhile, the director of Provincial Roads, Oscar Ceschi, provided a technical explanation of the works, and indicated that "today we are talking about the first stage of a work that is very broad and that has to do with safety, first of all, and also with beautifying the entrance to the city of Santa Fe».
The official added that this first stage of the work will be developed over a length of 11.6 kilometers, has an official budget of 581,251,279 pesos and a work term of 10 months and, among other materials, 780 metal columns 12 meters high, with LED lighting, and 20 new lights to illuminate under the bridges, in addition to 13,700 meters of a new power line.
THE OFFERS
On the occasion, three firms presented themselves, each of which made two offers, on the one hand the budget corresponding to the work with the laying of the cables underground, and another offer with the laying of the aerial cables.
The firm Ponce Construcciones SRL offered $719,178,971 (with underground wiring) and $691,096,223 (aerial wiring); Coemyc SA submitted a proposal for $632,017,510 (for underground wiring) and $535,551,468 (for aerial wiring); and the joint venture made up of MEM Ingeniería SA and Semisa Infraestructura SA, which quoted $626,992,335 (underground wiring) and $569,990,696 (aerial wiring).

The Minister of Public Administration, Marcos Corach; the national deputies Alejandra Obeid and Magalí Mastaler; and the provincial deputy Ricardo Olivera, the adviser of the Provincial Directorate of Roads, Daniel Ricotti, among other authorities.
LED TECHNOLOGY FOR KEY ACCESS
The work includes stage 1 of the section between the provincial corridor and the link with National Route 11, in the town of Gobernador Candioti, and will aim to illuminate with Led technology the 11,600 meters of the northern access to the city of Santa Fe up to the Market of Producers and Suppliers of Fruits and Vegetables.
The first 1,600 meters will be developed until the intersection with Gorostiaga street, where new bilateral columns 12 meters high and 2.5 meters long with Led lights will be placed, removing the existing sodium vapor lighting system. In addition, the repainting and placement of 500-watt LED reflectors in the four branches of the road interchange between national route No. 11 and AP-01 will be included.
From there, towards the so-called "Camino Mauro" of the Recreo jurisdiction, the route will be about 10,000 meters where the lighting of the main dual carriageway was projected by means of a bilateral system with columns (12 meters high and 2.5 meters wide). ) separated every 30 meters.
Meanwhile, in the branches of the exchangers, unilateral lighting was projected through simple arm columns 9 meters high, while in acceleration and deceleration zones they will be 12 meters.
The work will have an execution period of 10 months and, among the complementary tasks, the overhead line will be built with concrete poles; the removal of existing aerial columns and wiring will be carried out; underground wiring and lighting under bridges will be provided; and damaged metal railings will be replaced.
MILLIONAIRE INVESTMENT
It should be remembered that the stages are part of the agreement between the Nation and the province for $10,000 million, to improve the lighting and the roadway of the West Beltway and National Constitution Avenue in various sections.
These works are part of the agreements signed in mid-October 2021, when the governor of the province, Omar Perotti, received the Minister of Public Works of the Nation, Gabriel Katopodis, in the city of Santa Fe. On that occasion, they signed agreements to improve road access to the provincial capital through an unprecedented investment program. |
