Winter Corridor of the Andean-Patagonian Lakes and Forests
The Andean-Patagonian Lakes and Forests Corridor is located in the mountain range and foothills of the provinces of Neuquén, Río Negro and Chubut and forms a region with a strong influx of tourists in winter that adds to the trade of products both nationally and internationally. It is made up of national routes number 40, 237, 22 and 259, which in the coldest season of the year require special works to ensure passability and safety conditions. These are carried out by National Roads through the Comprehensive Winter Maintenance Plan. Three districts of the national road agency intervene in the aforementioned routes.
The maintenance of the routes during the winter is carried out in an articulated manner between the national government and the provincial and municipal governments based on various actions in which the federal and provincial security forces, civil defense, transport and hotel chambers, actors politicians, health and users of the routes.
The coordination of each action with the provincial and municipal actors is carried out by the districts of National Roads, the body in charge of the management and organization of the Comprehensive Winter Maintenance Plan.
For this, the Ministry of Public Works of the Nation—in whose orbit National Roads is located—made a strong investment in winter equipment through the Federal Road Strengthening Plan. Of the almost $14,000 million invested to acquire state-of-the-art machinery and vehicles, $7,188 million have already been allocated to road equipment delivered to the districts involved in the Comprehensive Winter Maintenance Plan. These own resources are added to the possibility of contracting outsourced services to guarantee the effectiveness and scope of the entire winter plan in more than 7,500 kilometers of national routes belonging to Chubut, Mendoza, Neuquén, Río Negro, Santa Cruz and Tierra del Fuego.
Until now, maintenance was carried out through the sum of the efforts of the districts, whose operators will now have modern equipment and the latest technology to carry out their work. In this way, the maintenance of the routes during the coldest time of the year will be optimized through comprehensive management based on a regional perspective, which will be transmitted to the other agencies involved.
From the institutionalization of the Winter Corridor of the Andean-Patagonian Lakes and Forests, Vialidad Nacional—through its districts—will become the actor responsible for the Comprehensive Winter Maintenance Plan, positioning itself as the cornerstone that will carry out the task of coordination and communication with other agencies and the community in general.
After this season, more equipment already acquired by the division will be incorporated, and the construction of new fully equipped camps and the purchase of new units must be channeled through the Responsible so that the presence of National Roads is truly effective and can be recognized by the society. Likewise, the incorporation of new technologies must be managed, such as meteorological stations, cameras, satellite monitoring of road equipment.
