Governor Omar Perotti participated in the opening of envelopes with economic offers for the construction of the new building, post-pandemic model, of the Technical-Professional Education School No. 565 in the Humberto Primo commune, Castellanos department.
For the execution of the work, which has an official budget of $710,888,505 and an execution period of 240 days, four bids were submitted:
Capitol Constructora SA quoted $839,610,968;
Cook SA, $753,540,792;
Tecsa SA, $900,726,979; and
Dinale SA, $843,512,417.
On the occasion, Perotti maintained that today “we are talking about a fulfilled commitment. As our Minister of Health, Sonia Martorano, says, we are survivors of a pandemic and it is not a minor issue. None of us is the same after what happened. Starting to build buildings with these characteristics is that the pandemic leaves us with lessons to be able to move forward.”
“Having the possibility of carrying out this type of construction and continuing to build establishments in other places is what is allowing us to expand educational establishments, renovate them, incorporate gardens and child development centers, as well as the possibility of having had many interventions to adapt the provinces schools to the demands of Covid," explained Perotti.
Meanwhile, the Minister of Infrastructure, Public Services and Habitat, Silvina Frana, stated that “we have a strong commitment to continue working, even in a pandemic, so that things continue to happen and the entire province is under construction. When we open the envelopes, what the school is going to be is already beginning to take shape, we did not come to announce it.”
Similarly, the national deputy Roberto Mirabella thanked “Governor Perotti for inviting me to this transcendent and historic act in Humberto Primo, because we are opening the envelopes for the construction of the technical school so often dreamed of in this town. The school is work, social inclusion, future, the place where we can train boys and girls, and it is also equal opportunities; that is to say, that making a school is much more than making a building; and the technical school has played a key role in the economic development of Argentina”.
On the other hand, the senator for the Castellanos department, Alcides Calvo, thanked the governor for “assuming this commitment. I am honored to be part of this government because we are complying, the works have to be done, but they also have to be paid for. Today it is not only honored by fulfilling the obligations, but also with the commitments and the word”.
For his part, the community president of Humberto Primo, Mauro Gilabert, pointed out that “it is a momentous event in our town, which has been managed and worked on for a long time. With the political decision of the provincial government, today we are getting closer to the children and their teachers enjoying a new building, a very innovative post-pandemic model.
In addition, the secretary of Public Works, Leticia Battaglia, explained that “we built this school thinking, first, of the governors request to have healthy environments. Therefore, we set four basic principles that have to do with a healthy environment, spatial flexibility, construction efficiency and intensive and extensive use of the building. They will have a sustainable and flexible school.”
Finally, the director of EETP No. 565, Esteban Rodríguez, indicated: “An investment of this magnitude has not been seen in this town for years. It is the commitment of the governor who said the school is going to be done and, as much as it has been questioned, today it is shown that the school is there. Today we have the pride and honor of being in this situation of having a new building”.
Also present were the Undersecretary of Planning Omar Romero; the provincial director of the DIPAI, Ileana Carolina Rossi Seluy; and the president of the Cooperator, Jorgelina Triverio, among other provincial and community authorities representing institutions.
The work
The new building will have a ground floor and first floor, with spaces for a secondary school with a technical orientation, this being the first post-pandemic workshop school, (with the possibility of grouping in two) with a library, laboratory and various workshops .
Access to the school is through a semi-covered space on Calle Mariano Moreno, incorporating the regularization of the perimeter paths and ramps for the disabled into this intervention. All routes are accessible and without architectural barriers.
Likewise, the building will have a rainwater recovery system for sanitary use, radiant floor heating with solar input, electricity production through photovoltaic panels connected to the network, LED lighting and high-efficiency appliances.
