Work Detail The construction phase for the new La Crosse County Library in Holmen is anticipated to begin this month. Acting on the recommendation from the village’s Parks, Recreation and Library Committee, the Holmen Village Board voted at its Aug. 11 meeting to award the construction project to Olympic Builders General Contractors, Inc.

The Holmen company submitted the low bid of $3,990,413 for the project. The construction firm was also the contractor for the new Holmen Law Enforcement Center completed last year.

The proposed 18,000-square-foot building is to be located on a cul-de-sac at the west end of West Legion Street, across from the law enforcement center. Plans for the new library include separate sections for youth, teen and adult materials, as well as a large gathering space for programming that can be divided into two meeting rooms. The meeting spaces would be available to the community for gatherings.

The new library would replace the current 6,000-square-foot building located on State Street. Along with the housing materials available to area library patrons, the Holmen library also provides office space for county administrative staff. The county library staff administers Holmen and the four other county public libraries.

When the village board approved the new library project last fall, members voted to have $1 million of the construction costs come from private donations. So, as the building phase gets underway, the village is also gearing up for the fundraising campaign.

To create a structure for the campaign, the village board approved a resolution outlining the donation and recognition policy.

“This is how we would want to recognize people who contribute,” said Holmen Village Administrator Scott Heinig at the Holmen PR&L Aug. 3 meeting.

Donation levels range from $500 to $50,000 or more with naming rights for the library building set at a minimum of $500,000. Those donating $500 or more will be recognized on a donor recognition wall. Naming rights for the adult and children collection areas have been set at a minimum of $100,000 each, with the program and study room areas set at a $25,000 minimum for each space.

The fireplace room, at a donation level of $10,000 minimum, has been pledged. Village trustee Chuck Olson and his wife, Ardene, have pledged to fund the room with two donations of $5,000 paid over two years. Olson stated he hoped the donation would spark others to contribute to the fundraising effort.

Private donations for the library project can be dropped off at the village hall during business hours.

Construction can get underway following a planning meeting, with the goal of having the new library completed in the fall of 2017.

Bonding
The new library construction is part of a $9,215,000 bond the village board approved at the meeting. Other projects to be funded by the bond include the Holmen Drive improvement project and improvements to be made in the tax increment district No. 3.

In advising the village board about the bond issue, Sean Lentz of Ehlers and Associates told the trustees the village’s AA- rating was instrumental in receiving an interest rate for the bond of 2.6183 percent. The interest rate would be locked in for the length of the bond.

“For a village the size of Holmen, it’s a very good rating,” Lentz said. “Interest rates have been outrageously low. You would be hard-pressed to find lower rates.”

Owners of property valued at $200,000 could see an additional $104 on their tax bill, starting in 2017, to meet the obligations of the bonding.
