In addition, the Bidding Documents is also complained by the contractor about personnel criteria. Accordingly, the Bidding Documents requires that “personnel must have (notarized) copies of diplomas, professional practice certificates suitable to the proposed position, certification of occupational safety and health, certification fire prevention and fighting, labor contracts. On December 29, 2020, Ninh Hai District Construction Investment Project Management Board announced that this contractor won the bid for VND 1,509,182,303 (down more than 40 million VND compared to the package price).
It is known that Hung Thinh contractor has won many consulting packages for design and construction supervision in Ninh Thuan province. Preliminary statistics show that, in the past 5 years, only Ninh Thuan province, this contractor has been announced to win about 950 bidding packages.
